Bihar State Power Holding Company Limited (BSPHCL) invites Expression of Interest (EOI) for designing, developing, and implementing a centralized data repository and AI/ML-based dashboard with mobile application. The project includes full lifecycle delivery including implementation, operational support, and maintenance for 5 years post Go-Live.
Scope of Work
The selected agency will be responsible for:
  1. Design & implementation of centralized data repository (Data Lake/Data Lakehouse)
  2. Development of AI/ML-based dashboards and analytics platform
  3. Integration of multiple IT systems across BSPHCL and subsidiaries
  4. Development of mobile application and web dashboard
  5. Data ingestion, transformation, governance & security
  6. Implementation of advanced analytics (Predictive, Prescriptive, Diagnostic)
  7. Deployment of enterprise data architecture (on-premise)
  8. Continuous operation, support & maintenance (5 years)
Eligibility Criteria (Key Highlights)
   Organizational Eligibility
  1. Company / LLP / Partnership / Govt. entity
  2. Consortium allowed (Max 2 members)
 Technical Eligibility
  1. Experience in:
    1. Data Lake / Data Warehouse / Analytics projects
    2. AI/ML-based analytics solutions
    3. Government / PSU IT projects
  2. Minimum 500+ employees on payroll
  3. Certifications:
    1. ISO 9001:2015
    2. ISO 27001
    3. CMMI Level 5 (or above)
 Experience Requirements
  1. Turnkey IT projects:
    1. 1 project ≥ ₹70 Cr OR
    2. 2 projects ≥ ₹40 Cr OR
    3. 3 projects ≥ ₹30 Cr
  2. AI/ML Analytics projects:
    1. 1 project ≥ ₹20 Cr OR equivalent
  3. Experience in Power Sector projects preferred
