State to Add 36 Assistant Professor Posts to Strengthen Rural Colleges; 225 Librarian Vacancies Also Notified

SkillCouncils News Desk | April 21, 2026

Bhubaneswar: In a significant move aimed at strengthening higher education infrastructure in rural Odisha, the state’s Higher Education Department has approved the creation of 36 new assistant professor positions across government degree colleges. The decision is expected to address persistent faculty shortages and improve academic delivery in underserved regions.
According to official sources, the initiative is part of a broader strategy to enhance teaching capacity and ensure better teacher-student ratios, particularly in colleges located outside urban centres where vacancies have long disrupted regular academic schedules. Many institutions in rural districts have been grappling with irregular classes, limited subject offerings, and overburdened existing faculty, prompting repeated concerns from students and education stakeholders.
Focus on Rural and Aspirational Districts
The newly sanctioned posts will be distributed across multiple colleges based on need-based assessments conducted by the department. Priority has been given to institutions in remote and educationally backward districts, including model degree colleges in:
  1. Malkangiri
  2. Rayagada
  3. Deogarh
  4. Nabarangpur
  5. Sonepur
  6. Nuapada
These districts have historically faced challenges in attracting and retaining qualified faculty, impacting the overall quality of higher education.
Key Disciplines Identified
The department has identified core academic disciplines where faculty shortages are most acute. The new assistant professor posts will be created in:
  1. Chemistry
  2. Philosophy
  3. Physics
  4. Zoology
Officials noted that these subjects are critical for maintaining a balanced academic curriculum and enabling students in rural colleges to pursue science and humanities streams without relocation to urban institutions.
Recruitment Framework and Timeline
The appointments will be conducted under the provisions of the Odisha Education Service (College Branch) Recruitment Rules, 2020. Authorities have indicated that expedited recruitment measures are being put in place to ensure that the positions are filled at the earliest, minimizing disruption to ongoing academic sessions.
The move aligns with earlier statements by Higher Education Minister Suryabanshi Suraj, who had emphasized that filling faculty vacancies would follow the appointment of vice-chancellors, signalling a phased strengthening of the higher education ecosystem.
Parallel Recruitment: 225 Librarian Posts
In a parallel development, the department has also announced the recruitment of 225 librarians in non-government aided colleges. This recruitment will be carried out through the State Selection Board (SSB).
The addition of librarians is expected to enhance academic resources, improve access to learning materials, and support research activities, particularly in institutions where library infrastructure has remained underutilized due to staffing gaps.
Sectoral Implications
This dual recruitment initiative reflects a broader policy push toward:
  1. Improving academic quality in rural higher education institutions
  2. Reducing regional disparities in access to qualified faculty
  3. Strengthening institutional capacity in line with NEP 2020 objectives
  4. Enhancing student retention and learning outcomes in underserved areas
For stakeholders in the skill development and education sector, the move signals increased government focus on foundational academic infrastructure, which is critical for building a skilled workforce pipeline from rural India.
