Patna, Bihar: Bihar Skill Development Mission (BSDM), under the Youth, Employment and Skill Development Department, Government of Bihar, has issued a Request for Proposal (RFP) for the selection of an agency to conduct the Impact Evaluation of Kushal Yuva Program (KYP). The RFP has been issued under RFP No. BSDM/KYP (Impact evaluation)-136/2026, dated 06 May 2026.
The tender has been invited through a two-bid system from reputed and experienced agencies. The selected agency will be responsible for assessing the effectiveness of KYP in improving employability, workplace readiness, communication skills, digital literacy, behavioural competencies and labour market outcomes among youth in Bihar.
According to the RFP, KYP is designed as a foundational work-readiness intervention rather than a conventional domain-specific vocational training programme. The programme focuses on life skills, Hindi and English communication, and basic digital literacy to help youth improve their readiness for employment, training and workplace participation.

Important Dates
The RFP document is available for download from 07 May 2026. The last date for sending pre-bid queries is 13 May 2026 up to 3:00 PM, while the pre-bid meeting is scheduled for 15 May 2026 at 3:00 PM at BSDM, Niyojan Bhawan, Patna. The last date for online bid submission is 01 June 2026 up to 3:00 PM, and the technical bid will be opened on or after 03 June 2026 after 4:00 PM.
Scope of the Assignment
The impact evaluation will cover the implementation and outcomes of KYP from April 2022 to March 2026. The selected agency will be required to carry out a structured evaluation using quantitative and qualitative methods. The study will focus on how far KYP has contributed to skill enhancement, behavioural change, work readiness, job-seeking behaviour and labour market engagement.
The scope includes a tracer study of KYP-trained youth across sampled districts and cohorts, assessment of current employment status, job search behaviour, transition pathways, and beneficiary perceptions of improvements after completing the programme. The agency will also conduct before-and-after assessments, review administrative and MIS data, collect employer feedback, and assess curriculum delivery, training infrastructure, trainer capacity and monitoring systems.
The evaluation will also include a comparison strategy, where feasible, between KYP beneficiaries and non-KYP youth with similar socio-economic and educational characteristics. The selected agency will be expected to triangulate field-level findings with available administrative data to produce credible and evidence-based recommendations.
Eligibility Criteria for Bidders
The RFP allows participation from Industry Partners, Sector Skill Councils, Industry Associations and Recognized Academic Institutions. The applicant agency must have been in existence for at least 10 years before the last date of bid submission. Consortiums and joint ventures are not allowed.
Applicants must have a minimum average annual turnover of ₹5 crore during FY 2022-23, FY 2023-24 and FY 2024-25. The agency must also have a positive net worth as on 31 March 2025. In addition, bidders must have completed at least three assignments in the last seven years in impact evaluation, outcome evaluation, tracer studies, labour market analysis, employability studies, skill development, vocational training, education, employment, livelihood, social sector or human development programmes.
PAN and GST registration are mandatory. Bidders must also submit a non-blacklisting affidavit and authorization documents such as Power of Attorney or Board Resolution.
Evaluation and Selection Process
The tender will be evaluated through the Quality and Cost Based Selection (QCBS) method, with 70% weightage for technical score and 30% weightage for financial score. The minimum technical qualifying score is 70 out of 100. Only bidders scoring 70 or above in the technical evaluation will be considered for financial evaluation.
The technical evaluation will assess financial turnover, relevant experience, manpower/resource assessment, experience in Bihar, and the proposed approach and methodology. The agency with the highest composite score will be considered for award of contract.
Deliverables and Payment Milestones
The selected agency will have to submit an inception report, data collection tools, pilot note, cleaned and validated datasets, interim progress updates, draft evaluation report, final evaluation report, Hindi translation of the report and final presentation of findings.
The assignment is expected to be completed within four months from the date of award. Payment will be linked to approved deliverables: 10% on approval of the inception report, 30% on approval of the draft evaluation report and presentation of draft findings, 40% on approval of the final evaluation report and Hindi translation, and 20% after successful presentation of final findings and acceptance of all contractual deliverables.
Submission Guidelines
Bids must be submitted only through the Bihar e-Procurement portal. Offline bids will not be accepted. Applicants must have a valid Class II/III Digital Signature Certificate with signing and encryption. All supporting documents must be uploaded in readable scanned format. The financial bid must be submitted only in the prescribed online format and should not be included in the technical proposal.
The RFP also states that conditional bids, incomplete bids, bids without the required fee or EMD, or bids containing financial information in the technical proposal may be rejected.
