₹1.5 Crore Skill Development Centre Planned in Besa to Boost Grassroots Entrepreneurship

In a significant step toward strengthening India’s grassroots skilling ecosystem, a ₹1.5 crore skill development centre has been proposed in Besa, Nagpur—an initiative that underscores the growing emphasis on localized, demand-driven skill infrastructure.
The project, spearheaded by the Public Works Department (PWD) and supported by Revenue Minister and local MLA Chandrashekhar Bawankule, aims to create sustainable livelihood opportunities by equipping youth and women with industry-relevant vocational skills.
A Localised Model for Skill-Led Growth
According to officials, the upcoming centre is designed not merely as a training facility but as a comprehensive ecosystem for self-employment and micro-entrepreneurship. The focus will be on practical, livelihood-oriented training aligned with the needs of the local economy.
Courses are expected to include tailoring, incense stick (agarbatti) manufacturing, and other small-scale enterprise activities—sectors that have traditionally demonstrated strong potential for women-led entrepreneurship and self-help groups (SHGs).
A senior PWD official emphasized that the centre will bridge a critical gap:
“Many individuals possess skills but lack infrastructure or workspace. This facility will provide both training and operational support.”
Empowering Women and MSMEs
The initiative is particularly aligned with the government’s broader push to empower women-led SHGs and strengthen the MSME ecosystem at the grassroots level. Besa and surrounding areas already have active “bachat gats” (self-help groups), and the centre is expected to help them scale operations and improve market linkages.
By offering shared infrastructure and incubation-like support, the centre could evolve into a micro-enterprise hub—enabling trainees to transition directly from learning to earning.
Convergence with National Livelihood Missions
Importantly, the project will operate in synergy with the National Urban Livelihood Mission (NULM), which is set to roll out additional skilling and employment initiatives in the region.
Bharat Nandanwar, Chief Officer of Besa Nagar Panchayat, highlighted the convergence approach:
“The skill development centre will host multiple training programmes and complement upcoming NULM schemes, significantly boosting employment opportunities.”
