The Textiles Committee, Ministry of Textiles, Government of India, acting as the Resource Support Agency (RSA) for the SAMARTH Scheme, has released a Request for Proposal (RFP) for engagement of an agency to design and develop digital e-Learning modules for textile sector skill development courses.
The selected agency will be responsible for designing, developing, integrating, deploying, and maintaining standardized digital learning modules compatible with the SAMARTH MIS platform.
Initially, 10 courses out of 120 existing textile skill development courses will be digitalized, with the possibility of expanding to additional courses during the contract period.

Scope of Work
The selected agency will be responsible for complete digitalization of textile skill development courses, including instructional design and digital content creation.
Key Responsibilities
  1. Development of interactive e-learning modules for textile courses.
  2. Creation of multimedia content, including:
    1. Instructional videos
    2. Animations and graphics
    3. Interactive assessments
    4. Images and illustrations
  3. Development of AR/VR based immersive learning modules for complex textile processes and machinery.
  4. Integration with the SAMARTH MIS Learning Management System (LMS).
  5. Development of SCORM/xAPI compliant digital learning packages.
  6. Creation of mobile-first, multilingual learning modules.
  7. Development of learning content in 7 languages:
    1. English
    2. Hindi
    3. Kannada
    4. Tamil
    5. Bengali
    6. Telugu
    7. Assamese
  8. Delivery of:
    1. Trainer manuals
    2. Learner job aids
    3. Storyboards and scripts
    4. Source files and multimedia assets
  9. Provide maintenance and minor updates during the contract period.
Each course module must have minimum 120 minutes duration and include structured instructional components such as safety guidelines, process demonstrations, troubleshooting, and assessments.

Eligibility Criteria
Bidders must meet the following mandatory requirements:
Legal Status
  1. Must be a registered business entity in India (Company / LLP / Partnership).
Turnover Requirement
  • Minimum average annual turnover of ₹40 Crore from consultancy or digital services during:
    1. FY 2022-23
    2. FY 2023-24
    3. FY 2024-25.
Net Worth
  1. Positive net worth in the last three financial years.
Government Project Experience
  1. At least 2 projects as PMU / PMC / TSA for Government / PSU / Autonomous bodies.
  2. Each project must:
    1. Have minimum value of ₹1 Crore
    2. Duration of minimum 2 years
    3. Completed within the last 10 years.
MIS / LMS Experience
  1. Experience in development and implementation of at least one large digital platform such as:
    1. Learning Management System (LMS)
    2. Management Information System (MIS)
  2. For Government / PSU / Autonomous body.
Quality Certification
  1. Must possess CMMI Level 3 or higher certification.
Blacklisting Condition
  1. The bidder must not be blacklisted or debarred by any Government or PSU.

The tender will be evaluated using Quality and Cost Based Selection (QCBS).

Financial Criteria
The bidder must quote a single all-inclusive unit rate per e-learning module covering:

  4. Multilingual content creation
  5. LMS integration
  6. SCORM/xAPI packaging
  7. Maintenance during contract period
  8. Submission of complete source files and documentation
Prices must remain fixed for the entire contract period, including any extension.
Payment Terms
  1. No advance payment will be provided.
  2. Payment will be released only after completion and approval of the module by the Quality Evaluation Committee (QEC).
  3. Payment will be made 100% after final acceptance and deployment.
