Pre-Qualification Criteria Uttarakhand Govt Tender for Geriatric Caregiver Training under AVYAY Scheme The Department of Social Welfare, Government of Uttarakhand has invited online proposals from training institutions and program implementing agencies to conduct Geriatric Caregiver Training programs under the State Action Plan (SAP) as part of the Atal Vayo Abhyuday Yojana (AVYAY). The objective of the program is to develop a trained workforce of professional geriatric caregivers to support the growing needs of elderly care services across India. The selected training partners will conduct residential training programs of 480 hours (3 months) including On-the-Job Training (OJT) as per guidelines of the National Institute of Social Defence (NISD). The tender follows a two-bid system (Technical and Financial) and bids must be submitted online through the Uttarakhand e-tender portal. Scope of Work The selected training partners will be responsible for implementing the Geriatric Caregiver Training Program with the following responsibilities: Conduct 3-month residential training program (480 hours) for geriatric caregivers. Deliver training as per curriculum and standards prescribed by NISD. Provide classroom training, practical training, and On-the-Job Training (OJT) in hospitals or medical institutions. Arrange boarding, lodging, meals, and transportation for trainees. Maintain training infrastructure including labs, classrooms, and training equipment. Mobilize trainees from various districts of Uttarakhand. Provide certification upon successful completion of training. Ensure minimum 70% placement of trained candidates in relevant organizations or healthcare institutions. Maintain and submit training records, attendance, assessment data, and placement reports to the department.   Eligibility Criteria Interested training institutes or agencies must meet the following requirements: Legal Registration The bidder must be registered under one of the following: Companies Act 2013 Societies Registration Act 1860 Indian Trusts Act 1882 Partnership Act 1932 Proprietorship Firm The organization must also be registered on the NGO Darpan Portal of NITI Aayog. Mandatory Empanelment The training partner must be empanelled with either: National Institute of Social Defence (NISD), or Ministry of Skill Development and Entrepreneurship (MSDE). Experience Requirement Minimum 3 years experience in geriatric care training with Central or State Government projects. Infrastructure Requirements Adequate training equipment and lab facilities Tie-up with hospitals, nursing institutions, or medical facilities for OJT. Compliance Requirements The organization must not be blacklisted by any government authority. No criminal cases pending against the organization or its management. Must maintain a bank account in a scheduled bank with a branch in Uttarakhand.   Financial Criteria Minimum Average Annual Turnover: ₹50 Lakhs during the last three financial years. Audited financial statements and CA certificate must be submitted.   Tender Fee and EMD Tender Processing Fee: ₹1,180 (Non-refundable) Earnest Money Deposit (EMD): ₹51,000 Payment Mode: NEFT / RTGS to the designated bank account of the Social Welfare Department. Bids submitted without payment of tender fee and EMD will be rejected.   Tender Evaluation Process The selection will be conducted in two stages: 1. Technical Evaluation Verification of eligibility criteria Review of experience and training capacity Assessment of infrastructure and documentation 2. Financial Evaluation Financial bids of technically qualified bidders will be opened.
