Scope of Work

Submission Guidelines

Bids must be submitted through the Karnataka Public Procurement Portal in a two-cover format:

Cover 1: Technical Bid

The technical bid should include bidder details, eligibility documents, technical compliance, Annexure forms, undertakings, GST documents, OEM authorisation and other supporting documents. The tender states that documents must be uploaded in PDF/JPG format, should be clear and legible, and scanned copies of tender pages must be signed and sealed by the authorised signatory.

Cover 2: Financial Bid

The financial bid must be quoted in Indian Rupees. The quoted price should include GST, packing, transportation, delivery, installation, commissioning and comprehensive warranty maintenance support. Prices must remain firm and should not be disclosed in the technical bid; disclosure of prices at the technical stage may lead to rejection.

Evaluation and Award Process

Technical bids will be evaluated based on eligibility documents, EMD submission and product demonstration. Only technically qualified bidders will move to the financial bid stage. The financial evaluation will be based on the lowest total quoted value for all items listed in the schedule of requirements. The Department may conduct price negotiation through the Karnataka Public Procurement Portal as per applicable procurement rules.

Delivery, Warranty and Support Conditions

The successful bidder must supply and install the equipment within 30 days for indigenous products or 60 days for imported products from the date of purchase/work order. A minimum 12-month warranty is required, including repair/replacement of spares, service and maintenance support. Service calls must be attended and resolved within 24 hours. The successful bidder must also ensure spare parts and service availability for at least five years after warranty.

The successful bidder must submit a performance security of 5% of the final bid value in the form of a bank guarantee, valid for the warranty period plus three months.
