Pre-Qualification Criteria
Scope of Work
Selected Government Institutes will be required to:
- Conduct Capacity Building Training Programs approved by NSSH.
- Deliver training in residential or non-residential mode.
- Provide structured sessions on entrepreneurship, business processes, marketing, digital enablement and scheme awareness.
- Maintain records, attendance, beneficiary database and training reports.
- Ensure outcomes as per NSSH guidelines.
- Submit post-training support documentation, including wage/self-employment outcomes wherever applicable.
- Provide handholding support to trained candidates for enterprise creation, self-employment, job placement, Udyam registration, CPSE linkage, tender participation, bank loan facilitation and turnover improvement.

Financial Criteria / Payment Structure
The document does not prescribe a fixed turnover, net worth or EMD requirement. Payment and cost norms are linked to NSSH guidelines and applicable Government cost norms.
Key financial provisions include:
- Pay-out shall be made strictly as per National SC-ST Hub Scheme guidelines.
- GST shall not be applicable for NSQF-approved training programs.
- For Non-NSQF programs, rates shall be based on the fee structure of the institute or respective ministry.
- Training program cost should be determined as per the latest Common Cost Norms 6th Amendment, issued on 23 February 2026 by the Ministry of Skill Development & Entrepreneurship.
- The cost may include overheads such as advertisement, mobilization camps, hiring of space/equipment, electricity, water, stationery, project manpower and post-training follow-up activities.
- The financial template includes assessment cost fixed at INR 600 per candidate.
- Post approval, 50% advance payment shall be made after mobilization of candidates, uploading of candidate-level data on NSSH database for at least 70% of approved candidates and sharing of the training calendar.
