Scope of Work

1. Develop district-specific livelihood sector plans & entrepreneurship models.
2. Promote women-led entrepreneurship & employability among urban SHG families under the “One Family One Entrepreneur (OFOE)” Mission.
3. Activities include:
   1. District-wise sectoral mapping & entrepreneurship clusters.
   2. Sector development plans (Agriculture, Manufacturing, Trading, Services).
   3. Training, mentoring, handholding SHG women.
   4. Mobilizing finance via banks, CSR, Central schemes (DAY-NULM, PMSVANidhi, MSME, etc.).
   5. Creating market linkages, e-commerce onboarding, branding under AVANEE.
   6. Long-term sustainability, monitoring, and impact assessment.

1. Registered legal entity (NGO, Institution, Agency, Company, etc.).
2. Minimum 5 years experience in livelihood/entrepreneurship/cluster development.
3. At least 2 projects with community-based organizations.
4. Ability to mobilize own/CSR funds.
5. Average turnover ₹2 Cr in last 3 years (FY 2022-23, 2023-24, 2024-25).

1. Experience in large-scale livelihood/value chain projects with Govt/multilaterals.
2. Strong private sector/CSR partnerships.
3. Expertise in MSME promotion & market linkages.

1. No direct state funding.
2. Agencies to leverage Central Govt. schemes, CSR, bank linkages, and private investments.

1. Proposal must include:
   1. Organizational profile (Annexure-1).
   2. Declaration (Annexure-2).
   3. Technical & financial proposal.
   4. Past project credentials & expert profiles.
