Pre-Qualification Criteria |
Scope of Work
- Develop district-specific livelihood sector plans & entrepreneurship models.
- Promote women-led entrepreneurship & employability among urban SHG families under the “One Family One Entrepreneur (OFOE)” Mission.
- Activities include:
- District-wise sectoral mapping & entrepreneurship clusters.
- Sector development plans (Agriculture, Manufacturing, Trading, Services).
- Training, mentoring, handholding SHG women.
- Mobilizing finance via banks, CSR, Central schemes (DAY-NULM, PMSVANidhi, MSME, etc.).
- Creating market linkages, e-commerce onboarding, branding under AVANEE.
- Long-term sustainability, monitoring, and impact assessment.
Eligibility Criteria
Mandatory:
- Registered legal entity (NGO, Institution, Agency, Company, etc.).
- Minimum 5 years experience in livelihood/entrepreneurship/cluster development.
- At least 2 projects with community-based organizations.
- Ability to mobilize own/CSR funds.
- Average turnover ₹2 Cr in last 3 years (FY 2022-23, 2023-24, 2024-25).
Desirable:
- Experience in large-scale livelihood/value chain projects with Govt/multilaterals.
- Strong private sector/CSR partnerships.
- Expertise in MSME promotion & market linkages.
Financial Model
- No direct state funding.
- Agencies to leverage Central Govt. schemes, CSR, bank linkages, and private investments.
Submission Guidelines
- Proposal must include:
- Organizational profile (Annexure-1).
- Declaration (Annexure-2).
- Technical & financial proposal.
- Past project credentials & expert profiles.
- Submission in sealed cover to:

Selection Process
- Shortlisting based on eligibility & financial capacity.
- Presentations/discussions before State-Level Selection Committee.
- Final selection on technical strength, financial viability, and innovation.
