Key Modifications

  1. Bid Security and Performance Guarantee:

    • EMD: ₹6,00,000 (3% of the estimated cost).
    • Security Deposit: 5% of the contract value.
    • MSME-certified agencies are exempted from EMD.
  2. Turnover Criteria:

    • Reduced from ₹10 crore to ₹5 crore for the last three financial years (2021-2024).
  3. Work Distribution:

    • Zones and colleges will be allocated equally among empanelled agencies, as decided by SCOPE.
  4. Dashboard Development:

    • Agencies can use tools like Power BI or Google Data Studio for analytics.
  5. Trainer Requirements:

    • No relaxation on submitting resumes of 20 trainers.
    • Agencies with over three years of experience can provide HR declarations instead of payroll data.
  6. Payment Terms:

    • 60% payment upon completing 80 hours of training.
    • 40% payment upon candidates achieving a one-level improvement in the post-test.
    • No payment for absent candidates in the post-test.
  7. Content Requirements:

    • Cambridge content completion is mandatory.
    • Agencies may supplement with additional materials at their own cost.
  8. Subcontracting:

    • Not permitted.
  9. Eligibility of Trust Bodies:

    • Trust bodies like TISS are now eligible under the revised criteria.
  10. Termination Clauses:

    • Security Deposit will be forfeited if an agency fails to perform or withdraws.
    • Work will be reassigned to remaining agencies.

Additional Clarifications

  • Proprietorship firms must submit relevant registration documents (e.g., MSME certificate, trade license).
  • Training sessions are primarily classroom-based, with provisions for hybrid formats in case of natural calamities.
  • Dropouts will not affect material cost reimbursement but will impact payment for post-test participation.
