1. Scope of Work
Agencies are required to:
- Develop 200 hours of e-learning content over 12 months (approx. 16–20 hrs/month).
- Services include:
- Instructional design – converting raw materials into scripts, storyboards, and interactive modules.
- Video production – SME shoots, B-rolls, professional lighting, editing.
- Audio production – professional/multilingual voiceovers (English/Hindi + regional as needed).
- Graphics & animation – 2D/3D, infographics, quizzes.
- Post-production – editing, sound design, LMS integration compliance.
- Promotional material – teasers, trailers, social snippets, thumbnails.
- Agencies to provide team with expertise: instructional designers, content writers, graphic designers, video editors, programmers, illustrators, and voice-over artists.
2. Pre-Qualification Criteria
- Legal Entity: Must be a registered company/LLP/partnership/society/proprietorship in India.
- Turnover: Avg. annual turnover of ₹3 crore (FY 2022–23, 2023–24, 2024–25).
- Exemption: DPIIT-recognized Startups are exempt from turnover/experience requirements.
- Experience: At least:
- 1 project of ₹1 crore OR
- 2 projects of ₹80 lakh each OR
- 3 projects of ₹50 lakh each
(in last 5 years with Govt./PSUs/Autonomous Bodies/Private orgs. in India).
- Non-blacklisting: Entity should not be blacklisted/debarred in last 3 years.
3. Eligibility Criteria (Documents Required)
- Incorporation/registration certificate.
- PAN, GST, MSME/DPIIT certificate (if applicable).
- Audited financials/CA certificate.
- Work orders/Completion certificates.
- Declaration of non-blacklisting.
4. Financial Criteria
- No specific financial bid at this stage (empanelment only).
- Turnover requirement: ₹3 crore avg. over 3 FYs.
- Exemption: DPIIT-recognized Startups exempted from turnover/experience.
5. Evaluation Criteria (100 marks total; min. 70 to qualify)
- Company profile & experience: 10 marks.
- Approach & methodology: 20 marks.
- Case studies (5 projects): 25 marks.
- Samples of work (5 samples): 25 marks.
- Team CVs & profiles: 20 marks.
- Presentation round: Mandatory if shortlisted.
6. Tender Fee & EMD
- Not applicable (No fee or EMD mentioned).
7. Submission Guidelines
- Submit Technical Bid only (no financials) in sealed envelope.
- Superscribe: “Empanelment of Agency for Development of E-Learning Modules”.
- Address: Procurement Unit, QCI, Tower J, 3rd floor, World Trade Center, Nauroji Nagar, New Delhi – 110029.
- All pages signed & stamped, sequentially numbered.
- Prices should not be included.
8. Key Dates
- Tender publishing date: September 2025 (EOI issued).
- Pre-bid meeting: 16th September 2025 (virtual).
- Pre-bid queries: To be submitted as per Annexure-A format.
- Last date for submission: 29th September 2025, 5:00 PM (extended via Corrigendum).
- Bid opening / Presentation round: To be notified by QCI.
- Validity of bids: 120 days.
