🏗 Scope of Work
- Design, development, and implementation of AR/VR/MR-based training and solutions across selected Keltron Training Centres in Kerala.
- Provide training programs, deployment support, and future upgrades.
- Ensure transfer of source code, documentation, and IPR to Keltron IT Division.
- Deliver end-to-end solutions (partial quotes not accepted).
✅ Eligibility / Pre-Qualification Criteria
- Entity Type – Registered under Indian Companies Act/ Startup/ Proprietorship/ Partnership firm with operations in Kerala.
- Registration Documents – Certificate of Incorporation / Startup / Partnership / Proprietorship registration.
- Bidder Profile & Form – As per Annexure-1 and Annexure-2.
- Statutory Requirements – Valid GST and PAN.
- Recognition – Must be:
- Recognized as a Startup by DPIIT, OR
- Registered with Kerala Startup Mission, OR
- Valid MSME registration.
- Human Resources – Minimum 5 in-house qualified IT professionals/developers.
- Integrity – Not blacklisted/banned by Central/State Govt./PSUs. (Self-declaration required as per Annexure-3).

- Tender Fee (Non-refundable): ₹2,500/-
- EMD (Refundable): ₹10,000/-
- MSME/Startup Exemption: As per Govt. rules.

- Declaration of 5 IT Professionals.
- Self-declaration of non-blacklisting (Annexure-3).
- Supporting Documents: Product brochures, technical data sheets, highlighted compliance with tender specifications.
- Bid Format: PDF/XLS, uploaded online with reduced file size.
⚖️ Evaluation Process
- Stage 1: Technical Evaluation – Eligibility criteria, document scrutiny.
- Stage 2: Product Demonstration & Presentation – Assess technical capability, product quality, QA process.
- Qualified bidders will be empanelled and later invited for competitive limited e-tenders.
📑 Additional Notes
- Bid validity: 1 year (extendable).
- Keltron reserves right to amend/cancel the tender without notice.
- Intellectual property of all software solutions to vest with Keltron.
- Dispute resolution via MD Keltron (conciliation), failing which arbitration at Thiruvananthapuram.
