Project: Selection of consortium partner for Providing Drone Pilot Training to 500 Scheduled Castes individuals of Haryana (Client Tender No. Estt./HSFDC/2025/8889, dated 04-09-2025).
Mode of Submission: Online via GePNIC portal ( https://www.etenders.gov.in)
🔹 Scope of Work
- To partner with TCIL in implementing drone pilot training programs for 500 Scheduled Caste individuals in Haryana.
- End objective: making candidates self-reliant through skill-based drone training.
- Training must comply with DGCA-approved standards, using certified trainers and type-certified drones.
- Back-to-back execution as per client’s RFP (HSFDC).
🔹 Eligibility Criteria
- Entity Type:
- Indian Registered Company (Companies Act 1956/2013) / Proprietorship / Partnership / Govt. Society.
- Make in India Compliance:
- Only Class-I and Class-II local suppliers eligible.
- Declaration of local content required (per DPIIT guidelines).
- Financial Criteria:
- Avg. Annual Turnover (FY 2021-22, 2022-23, 2023-24): ₹0.45 Cr (₹0.375 Cr for MSEs/Startups).
- Net Worth: Positive in last 3 FYs.
- Profit Before Tax in at least 2 of last 3 FYs.
- Technical/Experience:
- At least 2 projects executed in drone pilot training (combined project value ≥ ₹1 Cr).
- Must have DGCA-approved training centres in minimum 5 districts of Haryana.
- At least 20 qualified DGCA-certified instructors (licenses to be submitted).
- Must own type-certified drones (small/medium category).
- Other Requirements:
- PAN & GST Registration.
- Manufacturer’s Authorization Form (MAF) from OEMs (if applicable).
- Not blacklisted/debarred by any Govt./PSU.
- Local office in Haryana (or undertaking to open one after award).
- Labour law compliance (EPF/ESI, Minimum Wages, etc.).
- Clause-by-clause compliance statement / No Deviation Certificate.
- Proof of PF registration.
- Integrity Pact & Non-Disclosure Agreement required.
- Consortium bidding not allowed (exclusive tie-up with TCIL only).
🔹 Financial Criteria / EMD & Fees
- EMD (Bid Security): ₹2,50,000/-
- Via DD/FDR/Banker’s Cheque/e-transfer/Bank Guarantee/Insurance Surety Bond.
- Validity: 150 days.
- Tender Fees: Nil.
- Exemption: MSEs & Startups exempt from Tender Fees & EMD (with valid certificates).
🔹 Submission Guidelines
- Platform: GePNIC Portal (https://www.etenders.gov.in)
- Online submission of Techno-commercial & Financial bids is mandatory.
- Offline submission of EMD (if in DD/BG form) at TCIL Bhawan, New Delhi.
- Integrity Pact, NDA, Authorization Letter/Board Resolution must be submitted.
- Pre-bid MoU to be signed with TCIL before submission to client.
