Tender Brief AI Skills Development for Higher Education in Tier 2/3 Cities
Tender Description This RFP invites capable training organizations, consortia, or NGOs with AI expertise and a strong Tier 2/3 presence to deliver a massive AI skilling initiative (500,000 students by March 2026). The focus is on hands-on AI applications, employability, sustainability, and impact reporting. No EMD or tender fee applies, making it favorable for NGOs and training partners.
Pre-Qualification Criteria

Scope of Work
  1. Design and deliver hands-on, application-focused AI training courses (in English) covering:
    1. AI fundamentals and practical applications.
    2. Generative AI & prompt engineering.
    3. AI-powered workplace tools & productivity platforms.
  2. Delivery across Tier 2/3 cities, targeting college and ITI students (18–25 years).
  3. Training target: 500,000 students by March 2026.
  4. Ensure accessibility, inclusion, and career readiness support.
  5. Expected Outcomes: 80% learners report increased confidence in applying AI skills (through endline assessments).
  6. Sustainability: Applicants should propose models for long-term impact beyond March 2026.
Eligibility Criteria
Mandatory:
  1. Proven experience in delivering large-scale digital/vocational training programs.
  2. Strong presence or partnerships in Tier 2/3 cities.
  3. Expertise in AI curriculum design and pedagogy.
  4. Ability to monitor, assess, and report outcomes at scale.
Desirable:
  1. Consortia or collaborative partnerships encouraged for scale.
Pro-Qualification Criteria (Documents Required)
  1. Company profile, testimonials, past project references.
  2. Work completion reports & purchase orders.
  3. NGOs must have valid CSR-1 certificate (MCA).
  4. GST, PAN, TAN registration.
  5. Audited financials / ITR for last 3 years.
  6. Copy of legal registration/renewal certificate.
  7. Cancelled cheque.
  8. Declaration on pending litigation/cases.
  9. Preferably Private Ltd company with sound track record.
Financial Criteria
  1. Submit detailed, itemized budget, covering:
    1. Curriculum development & localization.
    2. Trainer costs & capacity building.
    3. Technology platform / LMS.
    4. Travel & logistics (Tier 2/3/4 outreach).
    5. Placement & career support.
    6. Monitoring & evaluation (incl. 3rd party audits).
    7. Admin overheads (capped at % of total budget).
  2. Costs must be directly attributable to the project.
