1. Scope of Work

1. Pre-tender tie-up with TCIL as backend partner for client’s Tender No. GEM/2025/B/6617950 (Setup of Model School).
2. Supply, installation, commissioning and integration of infrastructure and digital solutions such as:
   1. AI Labs
   2. Smart Classrooms
   3. Digital Libraries
   4. Computer Labs / IT Work
   5. ICT Work
   6. CCTV solutions
3. Backend partner will support TCIL exclusively in execution of the project.

1. Local Supplier Requirement: Only Class-I and Class-II local suppliers (as per DPIIT’s Make in India order). Mandatory undertaking of local content required
2. Entity Type: Indian registered Company under Companies Act 1956/2013, Proprietorship, Partnership Firm, or Government Society.
3. Blacklist Clause: Bidder should not be blacklisted/debarred by any Govt./PSU. “No Conviction Certificate” required
4. Other Requirements:
   1. Valid PAN & GST registration.
   2. Manufacturer’s Authorization Certificate (MAF) from OEMs.
   3. Compliance with labour laws, PF registration, and commitment for skilled workforce (RPL within 2 months)
   4. Local office in execution area (or undertaking to establish after award).
   5. Consortium allowed (up to 3 agencies) with conditions

1. Turnover: Avg. annual turnover during last 3 FYs (ending 31.03.2024) ≥ ₹2.79 Cr (₹2.32 Cr for MSEs/Startups).
2. Net Worth: Positive as on 31.03.2024.
3. Profitability: Profit Before Tax (PBT) in at least 2 of last 3 FYs

1. Experience in last 7 years of either:
   1. 2 works ≥ ₹2.79 Cr each (₹2.32 Cr for MSEs/Startups), OR
   2. 1 work ≥ ₹3.71 Cr (₹3.25 Cr for MSEs/Startups).
2. “Similar works” defined as: supply, installation & commissioning of AI Labs, Smart Class, Digital Library, Computer Lab, IT/ICT Work, CCTV

1. Tender Fee: Nil
2. EMD: ₹5,00,000 (₹5 Lakh) – payable via DD/FDR/Banker’s Cheque/NEFT/RTGS/UPI/Bank Guarantee/Insurance Surety Bond
3. Validity of EMD: 120 days.
4. Exemption: MSEs & Startups exempted with valid certificate

1. Mode: Online only via GePNIC portal (https://www.etenders.gov.in).
2. Mandatory documents: Incorporation Certificate, PAN, GST, MAF, No-Conviction, Undertakings, Financials, Experience certificates, Consortium Agreement (if applicable).
3. Unpriced BOQ must be submitted with Technical Bid
