1. Scope of Work
- Selection of Project Implementing Agencies (PIAs) for implementing DDU-GKY 2.0 projects in Kerala.
- PIAs will be responsible for skilling and placing rural poor youth of Kerala in wage employment, self-employment, or gig economy.
- Projects to be aligned with DDU-GKY 2.0 Guidelines & SOPs.
- Training must be completed by 31st December 2025 and placements by 31st March 2026.
- Indicative priority sectors/job roles include:
- Aviation, Automation, Automotive, Electronics & Hardware, BFSI, Tourism & Hospitality, Beauty & Wellness, Capital Goods, Construction, IT-ITES, Manufacturing, Fire Safety/Marine, and other high-demand trades.
2. Pro Qualification Criteria / Eligibility
Eligible entities:
- Registered under Indian Trust Act, Societies Act, Cooperative Acts, Companies Act 2013, LLP Act 2008, SHGs and their federations.
- Govt./Semi-Govt. organizations at State/National level.
- NGOs registered on NITI Aayog Darpan Portal.
- Must be 3 years old at time of application (except Start-ups).
- Valid Permanent Registration Number (PRN) from MoRD is mandatory.
Categories of PIAs:
- Captive Employers
- Existing PIAs with >50% placement record in DDU-GKY
- Skilling Agencies without DDU-GKY experience
- Start-ups recognized by DPIIT
3. Ineligibility Conditions
- PIAs with recovery proceedings under DDU-GKY.
- PIAs who failed to place ≥50% trainees in earlier projects.
- Sister concerns / directors associated with defaulting agencies.
- Blacklisted agencies by Government.
- Consortium not allowed.
4. Placement & Output Criteria
- Minimum 70% placement of trained candidates is mandatory.
- At least 50% in wage employment.
- Max 20% in self/gig employment.
- Minimum monthly remuneration:
- ₹10,000 (training < 6 months) within India.
- ₹15,000 (training 6–12 months) within India.
- ₹25,000 abroad.
- Placements must be verifiable through salary slips, bank transfers, PF/ESIC, etc. (cash payments not allowed).
- Cross-sector placements discouraged unless wage is 20% higher than trained trade.
5. Financial Criteria
- Proposal submission fee: ₹25,000 + GST (non-refundable).
- Payable to State Poverty Eradication Mission Kudumbashree (Canara Bank, IFSC CNRB0003343).
- PIAs must bear appraisal costs as per MoRD Notification No. 20/2017.
- Fund release pattern as per DDU-GKY 2.0 guidelines.
6. Submission Guidelines
- Mode: Online submission via http://kaushal.rural.gov.in.
- Hard copy submission: Full proposal with documents to be sent to Kudumbashree HQ.

- Preference for agencies setting up training centres in rural Kerala.
- Targets will be allocated based on trade demand, training centre capacity, and placement track record.
7. Deadlines
- EoI Issue Date: 24th September 2025
- Online Proposal Submission Last Date: 30th October 2025
- Hard Copy Submission Deadline: 7th November 2025
- Training Completion: 31st December 2025
- Placement Completion: 31st March 2026

- Demonstrate past placement record (≥70% target compliance preferred).
- Secure industry tie-ups in Kerala for placement commitments.
- Prepare to invest in appraisal fee, infrastructure, and rural training centres.
- Prioritize trades in automotive, IT-ITES, hospitality, and construction, which have local demand.
