Tender Description This EOI invites continuous empanelment for FY 2025–26 to onboard capable PIAs for conducting employment-linked skill training under the ELSTP. The process is fully QCBS-style (technical evaluation heavy), focusing on experience, capacity, trainer certification, placement linkage, and local relevance. The opportunity suits skill training providers, industry-linked institutions, and employers with captive training setups.

🎯 Objective
Empanelment of eligible Project Implementation Agencies (PIAs) to implement Employment Linked Skill Training Programs (ELSTP) in Uttarakhand. The program aims to skill unemployed youth and link training with employment opportunities — both wage and self-employment.
📋 Scope of Work
1.      Mobilization of Trainees – PIA responsible for outreach, counseling, and Aadhaar-linked registration.
2.      Training Infrastructure – Must comply with NSQF and SSC-prescribed norms; AEBAS, CCTV, and face recognition mandatory.
3.      Training Delivery – No franchise model; direct implementation only; batch size 10–30 trainees.
4.      Trainers – ToT-certified trainers as per SSC guidelines.
5.      Assessment & Certification – Through SSCs or approved bodies; periodic internal assessments.
6.      Placement – At least 70% placement required; valid proof (salary slips, appointment letters, PF/ESI, etc.).
7.      Post-placement Tracking – Minimum six months after placement.

  1. Youth aged 15–45 years
  2. Focus on school dropouts, unemployed, marginalized, and vulnerable groups
  3. Both residential and non-residential programs
🏭 Target Sectors (36 SSCs)
Includes Aerospace, Agriculture, Apparel, Automotive, BFSI, Beauty & Wellness, Construction, Electronics, Food Industry, Healthcare, IT-ITeS, Logistics, Retail, Tourism & Hospitality, Green Jobs, etc.
🧾 Eligibility Criteria
Category I: Government / PSU / Educational Institutions
  1. Min. 2 years experience in NSQF-aligned skill training under Govt. projects
  2. Trained ≥200 candidates, placed ≥50% in last 3 years
  3. Avg. turnover ≥ ₹1 Cr (Govt. institutions exempted)
  4. At least one ToT-certified trainer per 30 students
  5. Preference: Experience in hill states, especially Uttarakhand
Category II: Private Institutions / Companies / Firms
  1. Min. 3 years experience in Govt. skill projects
  2. Trained ≥1000 candidates, placed ≥50% in last 3 years
  3. Avg. turnover ≥ ₹50 lakh
  4. Positive net worth, valid GST & PAN
  5. One ToT trainer per 30 students
Category III: Industry Associations / Partners / MSMEs
  1. Min. 3 years experience; trained ≥500, placed ≥50%
  2. Turnover ≥ ₹50 lakh (not applicable for associations with ≥10 members)
  3. Preference to hill-state experience
Category IV: Captive Employers
  • Min. 3 years existence; trained ≥300, placed ≥70%
  • Avg. turnover ≥ ₹1 Cr; proof of hiring 150+ personnel
  • ToT-certified trainers mandatory
Note: Consortium/JV not permitted.
💰 Financial Pattern
  1. Training cost as per Common Cost Norms (MSDE) and UKSDS guidelines.
  2. Payment structure:
    1. 1st tranche: 50% after training completion & certification.
    2. 2nd tranche: 50% after 3 months of verified placement tracking (≥70% placement).
⚙️ Evaluation Criteria (100 Marks Total)

Technical Proposal: 65 Marks

  1. Experience (past 3 yrs), hill-state projects, special category training, placement ratio
  2. Financial strength (turnover & net worth)

Proposal Strength: 35 Marks

  1. Trainer qualifications
  2. Placement tie-ups (LOIs, MoUs)
  3. Approach & methodology
Minimum 70 Marks required to qualify for empanelment.
⚠️ Penalties
  1. Placement <70% → 5% deduction
  2. Placement <50% → 2% deduction + cancellation of empanelment
  3. False/misleading data → termination and penalty deduction
