1. Conduct skill training and OJT under PM-SPECIAL scheme.
2. Institutes must have adequate academic & physical infrastructure, trained faculty, and a track record in skill training, especially in healthcare and domestic caregiving sectors.
3. The empanelment is valid for one year, extendable by another year with competent authority approval.
4. Training cost as per Common Cost Norms of Ministry of Skill Development & Entrepreneurship (MSDE).

1. Must be registered before 01.07.2020.
2. Valid Certificate of Incorporation/Registration.
3. Valid PAN & GST.
4. NITI Aayog Darpan Portal Registration (for NGOs).
5. Valid SMART Portal Accreditation for the above job roles.

1. Minimum Average Turnover (FY 2022-23, 2023-24, 2024-25): ₹5 Crore.
2. Positive Net Worth for all three years.
3. Original Turnover Certificate by Chartered Accountant (CA) required.
4. Audited Financial Statements for last 3 FYs.

1. Experience in training Geriatric Caregiver / Elderly Care Taker job roles during FY 2022-23 to 2024-25.
2. Submit Annexure-I: Year-wise list of trained candidates (must be certified & assessed as per MSDE norms).
3. Attach sanction/work orders from Central/State Govt. or Government bodies as proof.
4. Submit Annexure-II: Placement data (year-wise, showing post-training employment at minimum wage).

1. Affiliation/Accreditation Certificates (SMART Portal) – valid as on last date of submission.
2. Undertaking (Annexure-III) – confirming accuracy of information and acceptance of cancellation if false.
3. Affidavit on ₹100 Stamp Paper – declaring not blacklisted and that all centers and staff belong to the organization.
4. Proposal Format (Annexure-IV) – center-wise proposed number of candidates to be trained.
5. Optional: IAF-recognized certification (if applicable).

⚙️ Evaluation

1. A Committee constituted by DoSJE will evaluate proposals.
2. Criteria are discretionary and not open to appeal.
3. Priority will be given to courses with mandatory On-the-Job Training (OJT) (Para 7.2 of Guidelines).

1. Incomplete or unreadable documents will lead to rejection.
2. Submission does not guarantee target allocation under PM-SPECIAL.
3. No new training infrastructure should be created solely for this EOI.
4. DoSJE reserves right to reject, cancel, or re-issue the EOI without reason.
5. Any false information or non-compliance may result in termination and blacklisting.
