Tender Brief Establishment of Flying Training Organisation (FTO) at Kovilpatti, Tamil Nadu (PPP Mode)

✅ 1. Scope of Work
The selected bidder (Concessionaire) must plan, design, engineer, finance, procure, construct, operate, and maintain a Flying Training Organisation (FTO) at Kovilpatti on DBFOT (Design, Build, Finance, Operate, Transfer) model.
Key Scope Components
A. Infrastructure Development (IoF)
  1. Runway improvements, resurfacing & safety compliance as per DGCA norms
  2. Taxi tracks & movement facilities
  3. Boundary wall, fencing & security infrastructure
  4. Hangars, ATC facility, classrooms
  5. Hostel, admin buildings & support facilities
  6. All construction must follow the approved Development Plan
B. Operational Scope
  1. Establish & operate DGCA-approved Flying Training Organisation
  2. Procure trainers, equipment, simulators, trainers (not part of IoF)
  3. Obtain all approvals, licenses, NOCs from DGCA
  4. Start commercial flight training operations within 12 months from Appointed Date
C. Concession Period
  • 31 years total
    1. 12 months construction period
    2. 30 years O&M
D. Revenue Model
  1. Pay Hourly Flying Fee (HFF) to TIDCO
  2. Minimum reserve price: Rs. 500 per Flying Hour
  3. HFF escalation:
    1. Constant for first 5 years
    2. +50% increase in Year 6
    3. +5% per year from Year 7 onwards
  4. Minimum annual flying hours:
    1. Year 1–2 → 3000 hrs
    2. Year 3–4 → 3500 hrs
    3. Year 5–6 → 4000 hrs
    4. Year 7 onwards → 4500+ hrs
  5. Discounts on excess flying hours (50% up to 8000 hrs, 75% beyond)
✅ 2. Eligibility Criteria
A. Technical Eligibility
Bidder must:
✔ Be operational for minimum 2 years, and
✔ Must meet any one of the following:
  1. DGCA-licensed Flying Training Organisation (FTO), or
  2. Scheduled Operator (SOP), or
  3. Non-scheduled Operator (NSOP)
👉 If not an FTO, bidder must commit to obtaining DGCA approval before operations start.
Consortium: Allowed up to 2 members. Technical eligibility may be met by any member holding ≥ 26% equity in SPV.
B. Financial Eligibility
Positive Net Worth as of FY ending March 2025
Minimum Average Annual Turnover of Rs. 10 Crores (FY 2023–24 & 2024–25) from aviation activities
Consortium: Combined turnover/net worth allowed, if each has ≥ 26% equity.
C. Other Eligibility Conditions
  1. No conflict of interest
  2. Must not be blacklisted by GoTN/GoI
  3. Must comply with GFR Rule 144 (xi) – restrictions on bidders from countries sharing land borders with India
  4. Mandatory documents: Certificate of Incorporation, PAN, GST, DGCA licenses (as applicable), Statutory Auditor certificates
