A. Technical Eligibility
Bidder must:
✔ Be operational for minimum 2 years, and
✔ Must meet any one of the following:
👉 If not an FTO, bidder must commit to obtaining DGCA approval before operations start.
Consortium: Allowed up to 2 members. Technical eligibility may be met by any member holding ≥ 26% equity in SPV.
B. Financial Eligibility
✔ Positive Net Worth as of FY ending March 2025
✔ Minimum Average Annual Turnover of Rs. 10 Crores (FY 2023–24 & 2024–25) from aviation activities Consortium: Combined turnover/net worth allowed, if each has ≥ 26% equity.
