   2. At least 1 project must be CSR/development sector in multiple states.
3. Blacklisting:
   1. Not blacklisted in last 3 years (affidavit required).
4. Registrations:
   1. GST registration, PAN, ESI, PF/EPF (as applicable).
5. Financial Criteria:
   1. Average annual turnover > ₹10 Cr in FY 2022–23, 2023–24 & 2024–25.
   2. Audited financial statements required.
6. EMD:
   1. ₹1,80,00,000 (₹1.8 Crore)
   2. DD/Bank Guarantee (3 months validity).
   3. MSEs exempted with valid proof.
7. Bid Processing Fee:
   1. ₹2,360 (₹2,000 + 18% GST) – Exempt for MSE.
