1. Scope of Work

1. Conduct Comprehensive Skill Training (Technical, Cognitive & Non-Cognitive skills).
2. Training only in the Priority Sectors:

1. TPs must select sectors based on their experience and propose up to 3 job roles per sector.

1. After receiving Provisional Work Order, TP must:
   1. Obtain NSDC Affiliation (if not already).
   2. Establish Training Centres and obtain NSDC Accreditation for selected job roles.
   3. Complete affiliation/accreditation within 60 days (extendable only by SDD).

1. Final Work Order will be issued only after accreditation and capacity approval.
2. Agreement signing is mandatory before starting training.
3. Training must commence within 30 days of signing the Agreement.

3. Innovative trainee follow-up mechanisms

1. PG required after Final Work Order and before signing Agreement.
2. Amount: 5% of total training cost.
3. Validity: 30 months or until completion of allocated targets.
4. Form: Bank Guarantee in favour of Secretary, Skill Development Department, Govt. of Sikkim.
5. Exemption: Government Training Partners (Category D).

1. EMD was submitted during EOI stage.
2. Important:
   If an empanelled TP fails to submit response to this Limited RFP, their EMD will be forfeited (as per EOI Clause 10.8).

6. ToT faculty proofs
7. Centre rollout plan
8. Any JV documentation (for Category A JVs)

1. TP may set up centres anywhere in India but must mobilize candidates only from allocated Sikkim districts.
2. SDD may change sector/district allocation at its discretion.
3. Any proposal with false information will be rejected; action may be taken.
4. RFP governed under World Bank anti-fraud and corruption guidelines.
