🎯 Scope of Work
The selected Training Partner (TP) must execute end-to-end implementation of the Digital Animation Course at WSC, including:
1. Mobilization & Counselling
- Mobilization and selection of candidates (batch size: 160).
- Provide sector/job details, career prospects, risks, salaries, etc.
- Ensure Aadhaar-linked trainee registration in WSC ERP.
2. Training Delivery
- No franchise/sub-contracting allowed.
- Deliver complete training with required trainers, technicians, mobilizers & counsellors.
- Ensure minimum dropouts and comply with WSC training calendar.
- Provide consumables, internal assessments, class tests, and records.

4. Assessment & Certification
- Certification by ITEES, Singapore.
- One reassessment allowed at agency’s cost.
5. Placement
- At least 70% placement mandatory for full payment.
- Placement must be in same sector/allied sector.
- Placement within 3 months of certification.
- Internships/apprenticeships are not considered placements.
6. Post-Placement Tracking
- Monthly tracking of all candidates for 12 months.
- Upload placement proofs (appointment letters, salary slips, PF/ESI, bank statements).
- 7. WSC Support
- Provides infrastructure, utilities, curriculum, ERP, and lodging/boarding.
- Handles electrical work for equipment installation.
🧾 Pre-Qualification (PQ) Criteria
✔ Must be a legally registered entity in India
(Skill development agency / industry partner / institute / university / Govt. org / association)
✔ Valid PAN & GST
(GST exemption allowed for NGOs/Trusts/Societies)
✔ Experience
Minimum experience in similar training projects with Government/Institutes:
Any one of the following in last 5 years:
- 3 projects × â‚¹25 lakh each
- OR 2 projects × â‚¹37.5 lakh each
- OR 1 project × â‚¹75 lakh
✔ Financial Turnover
- Minimum average turnover: ₹2 Cr (FY 2022-23, 2023-24, 2024-25)
- Must be profit-making in all 3 years.
✔ Clean Track Record
- Not blacklisted (self-declaration on affidavit)
