1️⃣ Scope of Work
The project has two major components:
Part–1: Supply, Installation & Commissioning of Hospitality Lab Equipment
The selected agency must:
- Supply, install, test & commission state-of-the-art Hospitality & Hotel Operations lab equipment, mock hotel setups and training equipment.
- Deliver the entire equipment list (71 categories) including espresso machines, bar tools, kitchen utilities, laundry equipment, tableware, room service equipment, etc.
- Complete supply & installation within 60 days from contract signing.
- Provide 2-year comprehensive warranty on all supplied items.
- Ensure all equipment meets national & international standards.
Part–2: End-to-End Skill Training in Hospitality Sector
The selected agency must deliver:
✔ Candidate Mobilization & Counselling
- Mobilize, counsel and register trainees (linked with Aadhaar).
- Provide realistic job information, job roles, salary expectations, risks & opportunities.
✔ Training Delivery
- Batch size: 240 candidates per session.
- Ensure minimum dropout, provide classroom + lab training.
- No subcontracting/franchising is allowed.
- Cover consumables, trainer quality, lab usage.
✔ Manpower Deployment

✔ Assessment & Certification
- Assessment & certification by ITEES, Singapore.
- Training partner must conduct internal assessments.
- Reassessment cost (if trainee fails) borne by training partner.
✔ Placement & Tracking
- Minimum 70% placement mandatory to receive full payment.
- Placement within 3 months after certification.
- Maintain placement records (offer letter, salary slips, PF/ESIC, etc.)
- Track candidates monthly for 12 months.

- Local Office in Bhubaneswar – 5 marks
- Technical Presentation – 20 marks
4️⃣ Financial Criteria
- Quote per-candidate cost including all components:

- QCBS eva luation weightage: Technical 70% + Financial 30%.

6️⃣ Submission Guidelines
- Submission mode: Speed Post / Registered Post / Courier only
No hand delivery, no online submission.
- Envelope system:
- Envelope 1 → Processing Fee, EMD, Pre-qualification documents, Technical Bid
- Envelope 2 → Financial Bid
- All envelopes must be sealed and clearly labelled.
