🔹 1. Scope of Work
The selected Training Partner shall handle end-to-end implementation of the Healthcare Assistant Course, including:
a) Mobilization & Counselling
- Mobilize, counsel, and select suitable candidates.
- Provide job role insights, job opportunities, salary expectations, risks, etc.
- Aadhaar-linked trainee registration in WSC ERP.
b) Training Delivery
- Conduct training for 160 candidates per batch.
- Prevent/minimize dropouts, track reasons if any.
- Training cannot be subcontracted or franchised.
- Ensure quality trainers, consumables, internal assessments, and adherence to WSC training calendar.
c) Deployment of Manpower

d) Assessment & Certification
- Final certification by ITEES, Singapore.
- Internal assessment records must be submitted quarterly.
- Reassessment costs (if any) to be borne by Training Partner.
e) Placement
- Must achieve minimum 70% placement of certified trainees.
- Placement within 3 months of certification.
- Internships/apprenticeships not counted.
- Collect employer documents for 6 months (offer letter, salary slips, PF/ESI proof).
f) Post-placement Tracking
- Mandatory tracking for 12 months post-placement.
- Upload tracking data monthly on WSC portal.
g) Subcontracting
- Not allowed for any component of the project.
h) Responsibilities of WSC
- WSC provides:
- Training infrastructure, labs, equipment
- Hostel & boarding for trainees
- Curriculum
- ERP system
- Payment as per milestone-based schedule
🔹 2. Pre-Qualification Criteria
Bidders must meet all criteria:
- Legally registered entity (Skill agency, Institute, Industry partner, Hospital etc.).
- Valid PAN & GST (GST exempt allowed for NGO/Society).
- Minimum 5 years’ experience in similar healthcare training projects with:
- 3 Projects ≥ ₹25 lakh each OR
- 2 Projects ≥ ₹37.5 lakh each OR
- 1 Project ≥ ₹75 lakh
- Minimum average turnover of ₹2 crore in last 3 FYs (2022-23 to 2024-25).
- Profit-making organization in all last 3 FYs.
- Not blacklisted anywhere.
🔹 3. Technical Evaluation (100 Marks)
Bidders must score at least 70/100.

🔹 4. Financial Criteria
- Financial proposal = Cost per candidate (exclusive of taxes).
- Evaluation under QCBS (70:30 ratio).
- Lowest bidder (L1) gets maximum financial score.
