1. Project Background
Samagra Shiksha, Himachal Pradesh has published a bid (GEM/2025/B/6861330) to select an agency for Development of an AI-Enabled Gamified Assessment Portal for PM SHRI Schools.
BECIL intends to bid in this tender as the prime bidder and is seeking a Consortium Partner through this EOI for bid preparation and project execution.
✔ 2. Scope of Work (as per EOI & Client Tender Reference)
The selected consortium partner shall:
- Collaborate with BECIL in preparing the technical & financial bid for the Samagra Shiksha tender.
- Execute the entire project on back-to-back basis, if the project is awarded to BECIL.
- Be fully responsible for:
- Full development of the AI-Enabled Gamified Assessment Platform
- Design, architecture, coding, testing, deployment, hosting & Go-Live.
- AI-enabled assessments, adaptive learning modules, dashboards.
- Content development, question banks, gamified assessments.
- Training, handholding, and support.
- O&M, SLA compliance, audits, reporting.
- All obligations of the Client RFP (scope, deliverables, timelines, SLAs, penalties, LDs, etc.) will apply fully and back-to-back on the consortium partner.

- Registered entity in India: Company / Partnership / Proprietorship / LLP.
- At least 5 years of existence.
- Valid PAN & GST.
- Not insolvent or bankrupt.
- Not blacklisted by any Govt/PSU (Self-declaration required).

✔ 4. Technical Eligibility & Evaluation Criteria (100 Marks)
Minimum 70 marks required to qualify.
Key evaluation parameters include:
- Turnover scoring up to 10 marks.
- Experience in Education domain projects – min. 3 projects.
- Gamified assessment projects in School Education – 15 marks.
- AI-powered platforms (min. ₹3.5 Cr project) – 5 marks.
- AI-based competency/life skills projects – 10 marks.
- AI-enabled teacher/student training projects – 5 marks.
- National & International educational collaborations – 5 marks.
- Certifications (ISO 9001/27000/CMMI 3) – 15 marks.
- Human resources quality (PM, DBA, developer, data analyst, etc.) – 15 marks.
- Approach & Methodology – 10 marks.
✔ 5. Financial Criteria
- No commercial BOQ is included in this EOI.
- Consortium partner must submit a price offer to BECIL (percentage/amount) as per Annexure-N.

✔ 10. Important Conditions
- Entire project is back-to-back: payments, SLAs, LDs, penalties.
- No advance payment unless a BG of equal amount is submitted.
- Consortium partner cannot partner with any other bidder for the same tender.
- 0.5% project cost will be retained for monitoring.
- NDA & Integrity Pact mandatory.
- Compliance with Land Border rules (Annexure-L).
- MSME Act payment timelines do not apply (back-to-back payment clause).
