NIELIT Kolkata has invited an Expression of Interest (EOI) from eligible and experienced training institutes / training partners for conducting NSQF-aligned skill development programmes in the IT and Electronics domain. The project aims to enhance employability and entrepreneurship among unemployed youth, primarily from SC/ST and General-EWS categories, across selected districts of West Bengal.
Scope of Work
Selected Training Partners (TPs) will be responsible for the following activities:
  1. Mobilisation, counselling, and enrolment of eligible candidates
  2. Conduct of NSQF-aligned training programmes as per approved curriculum
  3. Provision of required infrastructure, labs, equipment, and learning resources
  4. Deployment of qualified faculty and supporting staff
  5. Maintenance of biometric attendance and candidate records
  6. Support in registration, assessment, and certification processes
  7. Coordination with NIELIT for monitoring, inspections, and reporting
  8. Facilitation of assessments conducted by NIELIT Examination Wing
Training will be conducted initially in five districts of West Bengal (Birbhum, Purulia, Howrah, Maldah, Uttar Dinajpur) with a total target of 12,510 candidates over three years.
Pre-Qualification Criteria
  1. Institutes accredited by NIELIT for relevant NSQF courses are eligible
  2. Private / non-accredited institutes may also apply, subject to obtaining NIELIT accreditation before commencement of training
  3. Prior experience in government or large-scale skill development programmes will be given preference
  4. Institutes must have adequate infrastructure, faculty, and accessibility via public transport
Eligibility Criteria
  1. Legal entity registered in India
  2. Capability to deliver NSQF-aligned IT / Electronics courses
  3. Availability of prescribed infrastructure, hardware, software, and faculty as per NSQF norms
  4. Willingness to comply with NIELIT monitoring, assessment, and reporting requirements
  5. No record of blacklisting or involvement in litigation with Government agencies
Financial Criteria & Payment Terms
  1. Training fee will be paid per successfully trained candidate, as specified in Annexure-III
  2. Fees are inclusive of GST and cover infrastructure, faculty, and training costs
  3. 70% payment released after completion of training and candidate appearance in NSQF exam
  4. 30% payment released after successful NSQF certification
  5. NSQF examination fee reimbursed once as per NIELIT norms
  6. Security Deposit: 5% of work order value, refundable after successful completion of work

  4. NIELIT Kolkata reserves the right to reject any or all EOIs without assigning reasons
