DTE&T, Odisha invites online technical and financial proposals from Original Equipment Manufacturers (OEMs) or their authorized Technology/Channel Partners for the Establishment of Centres of Excellence (CoEs) in Industrial Automation & Robotics at Government Industrial Training Institutes (ITIs) across Odisha on a turnkey basis.
2. The project aims to strengthen advanced technical skills, automation, robotics training infrastructure, and industry-aligned workforce development in the state.

📑 Scope of Work (Key Highlights)

1. The selected bidder will be responsible for:
2. Design, supply, installation, testing, and commissioning of Industrial Automation & Robotics CoE infrastructure
3. Supply of advanced training equipment, machinery, and tools as per prescribed technical specifications
4. Development of industry-aligned training labs
5. Training of trainers (ToT) and student training support
6. Warranty, maintenance support, and technology updates
7. Compliance with all quality, safety, and ISO standards
8. Turnkey execution including documentation and handholding support
9. ✅ Pre-Qualification & Eligibility Criteria (Summary)

1. Legal Status

1. Bidder must be:
2. Company (Companies Act, 1956/2013), or
3. LLP, Partnership Firm, or
4. Joint Venture / Consortium (OEM must be Lead Partner)

2. OEM / Authorized Partner

1. Bidder must be an OEM or an Authorized Technology/Channel Partner of the OEM
2. OEM authorization and manufacturing license mandatory

3. Experience Requirement

1. Minimum 7 years of operational experience in the relevant field
2. Proven experience in setting up CoEs or similar projects

4. Past Project Experience

1. Any one of the following:
2. At least 2 CoEs / projects of similar nature with ₹22 Cr value each, or
3. At least 4 CoEs / projects of similar nature with ₹10 Cr value each

5. Training & Placement Experience

1. Training of minimum 100 candidates in the last 3 years
2. At least 50% placement record for trained candidates
3. 💰 Financial Eligibility Criteria

Average Annual Turnover:
Minimum ₹90 Crore during FY 2022–23, 2023–24 & 2024–25

Net Worth:

1. Must be positive in FY 2024–25
2. Net worth erosion not exceeding 30% over last three years
3. Audited Financial Statements and CA Certificates mandatory
