The Delhi Building and Other Construction Workers’ Welfare Board (DBOCWWB), Labour Department, Government of NCT of Delhi, has invited Expressions of Interest (EoI) for the empanelment of Training Partners to provide Recognition of Prior Learning (RPL)–based skill development training to registered construction workers in Delhi.

🎯 Objective of the EoI
To empanel competent and experienced Training Partners for delivering NSQF-aligned RPL training, assessment, and certification to registered construction workers, aimed at improving employability, productivity, and livelihood outcomes.
📌 Scope of Work
The empaneled Training Partners (TPs) will be responsible for end-to-end execution of the RPL program, including:
- Mobilization and counselling of registered construction workers
- Delivery of 120 hours of training per candidate
- Training in Camp Mode and Employer Premises / On-Site Mode
- Coordination with NCVET-empanelled Assessment Agencies
- Assessment, certification, and certificate distribution
- Batch creation and reporting on Skill India Digital Hub (SIDH)
- Maintenance of attendance, documentation, dashboards, and reports
- Support for registration/renewal of workers, where required

📊 Project Size & Duration
- Target: 40,000 workers per year
- Total Target: 1,20,000 workers over 3 years
- Empanelment Period: 3 years (extendable)
- Maximum TPs to be Empanelled: 5
✅ Pre-Qualification / Eligibility Criteria
Applicants must meet the following minimum criteria:
- Registered entity in India (Company / Trust / Society / LLP) with minimum 3 years of existence
- Minimum average annual turnover of ₹10 Crore from skill training activities during FY 2022-23, 2023-24, and 2024-25
- Positive net worth in the last 3 financial years
- Experience of training at least 7,000 candidates in a single government project in the last 5 years
- Minimum 20 SSC-certified trainers on roll
- Valid ISO 9001 certification
- Valid NSDC / Central or State Government skill training accreditation or contract
- Not blacklisted or debarred by any Government / PSU
💰 Financial Details
- Tender / EoI Fee: ₹25,000 (Non-Refundable)
- Earnest Money Deposit (EMD): ₹25,00,000 (via Demand Draft)
- Performance Bank Guarantee (PBG): 3% of contract value
💸 Payment Structure (Indicative)
- Payments released in four milestones (25% each) linked to training progress and assessment
- Training cost as per MSDE Common Cost Norms
- No separate service charge payable to Training Partners
- Wage loss to candidates paid directly by the Board via DBT
