1. Empanelment of training providers to deliver skill development courses under ASAP Kerala.
2. Courses may be NSQF-aligned (Level 4 and above) or Non-NSQF, as proposed by the applicant.
3. Training delivery modes may include Online, Offline, or Hybrid.
4. Empanelled agencies may be engaged for training programs based on course relevance, expertise, and performance.
5. Selection does not guarantee work allocation; engagement will be as per ASAP Kerala requirements.

1. Be a registered entity (Company / Society / Trust / Consortium / JV / Industry).
2. Have relevant experience in skill training delivery.
3. Possess qualified trainers with valid credentials
   (SSC ToT mandatory for NSQF courses).
4. Demonstrate past training performance, including student count and course completion.
5. For NSQF courses, propose NSQF Level 4 or above only.
6. Not be blacklisted or debarred by any Central/State Government/PSU.

1. Valid PAN and GST registration.
2. Submission of a Self-Declaration for Non-Blacklisting (on ₹200 stamp paper, notarized).
3. Disclosure of organizational details, governance structure, and SPOC.
4. Willingness to comply with ASAP Kerala’s policies on:
   1. Conflict of Interest
   2. Anti-corruption and fraud prevention
   3. Inspection and audit provisions

1. Applicants must submit a CA-certified statement of:
   1. Average turnover from skill training activities for the last 5 years prior to the advertisement date.
2. No financial bid is required at the EoI stage.

4. Mere eligibility does not confer a right to empanelment.
