- Renewable annually based on satisfactory performance evaluated by IMC, ITI Midnapore
Scope of Work
The selected Knowledge Partner shall be responsible for:
- Acting as Training Partner for short-term training programs under PBSSD
- Mobilisation, enrolment, and attendance management of trainees
- Conducting training as per stipulated hours and PBSSD norms
- Deployment of qualified and experienced trainers as per Government of West Bengal norms
- Conducting internal assessments and coordinating final assessment and certification
- Providing training-related raw materials at own cost
Note: ITI Midnapore will provide classrooms, workshops, office space, and tools/equipment required for the courses.
Pre-Qualification & Eligibility Criteria
Organizational Eligibility
- Applicant must be a legal entity (Proprietorship / Partnership / Company / Society / LLP / Trust)
- Must be operational in West Bengal for at least 3 years
- Minimum 3 years’ experience in skill development training (NCVT / SCVT / PMKVY / MES / PBSSD, etc.)
Financial Eligibility
- Average Annual Turnover:
- Minimum ₹5.00 lakh from training activities during FY 2022-23, 2023-24 & 2024-25
- Audited financial statements for the last three financial years
- Valid Income Tax, GST, and Professional Tax compliance
Other Conditions
- The bidder must not be blacklisted by any Central or State Government organization
- An affidavit confirming non-blacklisting is mandatory
Tender Fee & EMD
- Tender/Application Fee: ₹500
- Earnest Money Deposit (EMD): ₹2,000
- Performance Security Deposit (PSD): ₹20,000 (to be submitted by the successful bidder after award)
Evaluation & Financial Criteria
- The tender follows a Revenue Sharing Model
- Bidders must quote the percentage (%) of revenue they propose to retain from PBSSD funds
- Lowest percentage revenue share quoted will be treated as the most responsive bid
- Financial bids are evaluated only after technical qualification
Payment Terms
- Payment will be released only after successful completion of each training batch
- Funds must first be received from PBSSD
- No advance or interim payment will be made
