Expression of Interest (EOI): Empanelment of Infrastructure & Mobilisation Partners for NCW Training Programmes

1. Scope of Work
The National Commission for Women (NCW) invites Expressions of Interest (EOI) from eligible Central/State Government Agencies, PSUs, and Autonomous Bodies for empanelment as Infrastructure and Mobilisation Providers to support NCW’s capacity-building and training programmes across India.
The empanelled institutions will be responsible for:
- Providing training infrastructure (classrooms, labs, equipment, biometric systems, etc.)
- Mobilising women participants and stakeholders
- Supporting implementation of NCW-sponsored and fee-based training programmes
- Ensuring compliance with NCW’s training guidelines, quality standards, branding, monitoring, and reporting requirements
Training programmes cover multiple sectors including:
- Apparel (Self-Employed Tailor)
- Agriculture (Organic Grower)
- Beauty & Wellness (Beautician)
- Management (Digital Sales & Marketing Executive, Multifunctional Office Executive, Udyami Mitra)
- Self-Defence Training (12-day programme for women SHGs in selected districts)
2. Coverage Area (Phase-I)
Empanelment is proposed initially across the following 20 States/UTs:
Assam, Bihar, Chhattisgarh, Daman & Diu and DNH, Delhi (NCT), Goa, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Puducherry, Punjab, Rajasthan, Tripura, Uttarakhand, Uttar Pradesh.
3. Pre-Qualification & Eligibility Criteria
Organizational Eligibility
- Must be a registered Central/State Government body, PSU, or Autonomous Institution
- Must have been in existence for minimum 3 years
- Must submit audited financial statements for the last 3 financial years
- Must have adequate owned or leased infrastructure for conducting training programmes
Infrastructure Requirements
- Owned or leased premises in the organization’s name
- Minimum one well-lit, well-ventilated classroom
- At least one functional laboratory relevant to training domains
- Mandatory facilities including:
- Geo-tagged biometric attendance system
- Whiteboards, seating, stationery
- Separate washrooms and drinking water
- IP camera-enabled classrooms
4. Financial Criteria
- No minimum turnover has been prescribed in the EOI.
- Payments to empanelled agencies will be made as per rates sanctioned by MSDE & Mission Shakti, after deduction of 5% administrative charges.
- Project execution to be completed by 31 March 2026.
5. Tender Fee & EMD
- Tender Fee: Not Applicable
- Earnest Money Deposit (EMD): Not Applicable
6. Selection Process
- Preliminary scrutiny for eligibility and document completeness
- Technical evaluation based on:
- Mobilisation strategy & past experience (40 marks)
- Technical approach, training capacity, team competency (60 marks)
- Final empanelment subject to approval by the Competent Authority, NCW
7. Submission Guidelines
- EOI must be submitted in the prescribed format (Annexure-I)
- Submission can be made:
- Physically (Hard Copy), or
- By Email as a single non-editable PDF
- All pages must be signed, numbered, and properly referenced
- Proposals should include all mandatory supporting documents

- PMKVY 4.0 component is completely cancelled from this EOI.
- All references to PMKVY 4.0 and MSDE are withdrawn.
- The EOI now applies ONLY to Mission Shakti, Odisha.
- The corrigendum relates to the EOI issued on 15.01.2026 by the National Commission for Women (NCW).

Important Clarification

- If you applied expecting PMKVY 4.0 linkage → that scope no longer exists.
- Evaluation and empanelment will now be strictly under Mission Shakti, Odisha.
- No resubmission required unless NCW specifically asks for revised documents.
