Tender Overview
Bihar State Panchayat Resource Institute (BSPRI), under the Panchayati Raj Department, Government of Bihar, has invited open e-tenders for empanelment of agencies to provide food services and necessary training equipment for conducting training programmes across all 38 districts of Bihar. The empanelment supports capacity building of elected representatives and officials of Panchayati Raj Institutions (PRIs).
Scope of Work
- Supply quality food for trainees as per guidelines of the Panchayati Raj Department.
- Provide necessary training-related equipment on a need basis.
- Support training programmes conducted at State, District, and Block levels under BSPRI.
- Coordinate with BSPRI, District Panchayat Raj Offices (DPROs), and designated nodal officers for smooth execution.
- Operate strictly as per BSPRI’s approved training calendar throughout the year.
- Geographic coverage includes all 38 districts of Bihar (or selected districts as assigned).
Pre-Qualification / Technical Qualification Criteria
- Submission of Technical Bid only (no financial bid to be uploaded).
- Bidder must submit all mandatory annexures and declarations as prescribed.
- Experience of supplying food services for training or similar assignments with Government / PSU is required.
- Compliance with food quality standards and applicable labour laws is mandatory.
Eligibility Criteria
- Entity must be registered as one of the following:
- Company (Companies Act, 1956/2013)
- LLP (LLP Act, 2008)
- Partnership Firm (Partnership Act, 1932)
- Society (Societies Registration Act, 1860)
- Trust (Indian Trust Act, 1882)
- Proprietorship Firm
- Consortium / JV not allowed.
- Must not be blacklisted or debarred by any Central/State Government or PSU.
- Must possess a valid FSSAI license.
Financial Criteria
- Minimum average annual turnover of INR 10 lakh during FY 2022-23, FY 2023-24, and FY 2024-25.
- Turnover to be certified by a Chartered Accountant (with Membership No. and UDIN).
- Audited financial statements for the above three financial years are mandatory.
Tender Fee & EMD
- Tender Processing Fee (TPF): INR 590 (non-refundable), payable online through e-procurement portal.
- Earnest Money Deposit (EMD):
- INR 10,000 per district, payable online only.
- MSME bidders with valid UDYAM Registration are eligible for EMD exemption.
- EMD in the form of Bank Guarantee is not permitted.
Submission Guidelines
- Dual submission mandatory:
- Online submission on Bihar e-Procurement Portal: https://eproc2.bihar.gov.in
- Offline submission of hard copy of the complete Technical Bid, duly signed, to BSPRI office, Patna.
- Bids submitted only online or only offline will be summarily rejected.
- Digital Signature Certificate (Class II or III) is required for online submission.
