Pre-Qualification Criteria

1. The bidder must be a consulting firm/agency with relevant experience in:
   1. Skill development, capacity building, or livelihood programs
   2. Working with informal workers, preferably women
2. Firms terminated earlier by AMC for similar services are not eligible to participate

1. Must be from an eligible country as per World Bank Procurement Regulations
2. Should comply with World Bank procurement norms (IPF Borrowers, latest revised editions)
3. Must submit proposals strictly as per the RFP and Data Sheet instructions
4. Joint Ventures/Consortiums are subject to conditions mentioned in the RFP (refer Section 2)

1. Financial proposal to be submitted in the prescribed format
2. Cost evaluation will be carried out under QCBS methodology
3. Payments will be made as per lump-sum contract conditions
4. All taxes, duties, and levies to be quoted as specified in the Financial Proposal forms

1. Tender Fee: Not specified (Nil)
2. Earnest Money Deposit (EMD): Not applicable, as per World Bank QCBS procurement norms

1. Proposals must be submitted online only through the NIC-CPP (e-Procurement) Portal
