Scope of Work
The tender invites bids from eligible vendors / registered Civil Society Organizations (CSOs/NGOs) for:
- Conducting Disaster Management Training & Capacity Building Programs
- Organizing demonstration training sessions at the Collector Office, Palghar
- Deployment of qualified master trainers
- Submission of training reports and completion documentation
- Compliance with monitoring and evaluation by the District Purchase Committee
The buyer reserves the right to increase or decrease the scope/quantity of work based on requirements
Pre-Qualification & Eligibility Criteria
Organizational Eligibility
- Firm/NGO must be registered in Maharashtra
- Must possess valid GST Registration and PAN
- Must not be blacklisted, bankrupt, under liquidation, or suspended on GeM
- Prior experience of minimum 3 disaster management training programs conducted at Collector Offices is mandatory (documentary proof required)
Technical & Statutory Requirements
- ISO Certifications:
- ISO 9001:2015
- ISO 14001:2015
- CVC Certificate
- List of minimum 5 qualified master trainers (as per Annexure-3)
- Mandatory training demonstration at Collector Office, Palghar
- Financial Criteria
- Average Annual Turnover: Minimum ₹30 Lakhs (last 3 financial years)
- Income Tax Returns: AY 2023-24 & AY 2024-25
- GST Returns: Up to last quarter of 2025
- Net Worth: Latest positive net worth certificate
- Bank Solvency: Minimum ₹30 Lakhs

Submission Guidelines
- Online submission of bids is mandatory
- Hard copy submission of the following is compulsory before bid closing:
- Original EMD DD
- Tender Fee DD
- Complete Technical Bid documents
- Acknowledgement of training demonstration
- All annexures (1 to 5) must be duly filled, signed, and submitted
- Non-submission of hard copies or demonstration proof will result in disqualification
Bid Validity & Payment Terms
- Bid Validity: 180 days
- Payment Terms:
- 100% payment after successful completion of training and submission of reports & bills
- Buyer may issue part order / repeat order within 6 months of completion
Evaluation Process
- Technical Bids evaluated by a competent purchase committee
- Only technically qualified bidders will proceed to financial bid opening
- Contract awarded to L1 bidder, subject to compliance and performance
