Tender Overview
The issuing authority has invited online Technical and Financial Bids through the Maharashtra e-Procurement Portal (https://mahatenders.gov.in) for execution of works/services as defined in the tender document. The tender follows a two-bid system and is governed by applicable Government of Maharashtra procurement rules. Scope of Work
The selected bidder will be responsible for executing the activities as specified in the Bill of Quantities (BoQ) and detailed scope clauses of the tender, which broadly include:
- Execution of assigned works/services strictly as per approved specifications
- Deployment of qualified manpower and required resources
- Compliance with timelines, quality standards, and reporting requirements
- Submission of progress reports and coordination with the concerned department
- Adherence to all statutory, tax, and regulatory compliances

Pre-Qualification Criteria
Bidders must meet the following pre-qualification requirements:
- The bidder must be a registered firm/company/agency eligible to participate in government tenders
- Valid registration under applicable laws
- Experience of similar nature of work as prescribed in the tender
- Submission of all mandatory technical documents
- Capability to execute the assignment within the prescribed time frame
Eligibility Criteria
- Bidder should not be blacklisted or debarred by any Government department
- Must possess valid PAN, GST registration, and other statutory registrations
- Must comply with income tax and GST return filing requirements
- Joint ventures/consortiums are allowed only if explicitly permitted in the tender
Financial Criteria
- The bidder must demonstrate financial capability and turnover as prescribed
- Audited financial statements / CA certificates to be submitted
- Financial bid to be submitted strictly in BoQ (.xls) format only on the portal
Tender Fee & EMD
- Tender Fee: ₹1,000/- (Non-refundable), payable online through the e-procurement portal
- Earnest Money Deposit (EMD):
- As specified in the tender document (payable online)
- Exemption, if any, applicable as per Government norms and subject to valid proof
Submission Guidelines
- Bids must be submitted online only through https://mahatenders.gov.in
- Physical submission of bids is not permitted
- Technical Bid and Financial Bid must be uploaded separately
- Financial bid will be opened only for technically qualified bidders
- Any bid submitted after the deadline will be rejected

- Last Date & Time for Online Bid Submission: As specified in the tender

- Experience / Work Completion Certificates
- Self-declaration regarding non-blacklisting
- Any other document specifically required as per tender conditions
Mode of Selection
- Selection will be based on Technical Qualification followed by Financial Evaluation
- Lowest evaluated responsive bidder (L1) or as per tender evaluation methodology
