Pre-Qualification Criteria

Pre-Qualification Criteria
Bidders must meet the following pre-qualification requirements:

  4. Submission of all mandatory technical documents
  5. Capability to execute the assignment within the prescribed time frame
Eligibility Criteria
  1. Bidder should not be blacklisted or debarred by any Government department
  2. Must possess valid PAN, GST registration, and other statutory registrations
  3. Must comply with income tax and GST return filing requirements
  4. Joint ventures/consortiums are allowed only if explicitly permitted in the tender

Financial Criteria

  1. The bidder must demonstrate financial capability and turnover as prescribed
  2. Audited financial statements / CA certificates to be submitted
  3. Financial bid to be submitted strictly in BoQ (.xls) format only on the portal

Tender Fee & EMD

  1. Tender Fee: ₹1,000/- (Non-refundable), payable online through the e-procurement portal
  2. Earnest Money Deposit (EMD):
    1. As specified in the tender document (payable online)
    2. Exemption, if any, applicable as per Government norms and subject to valid proof
Submission Guidelines
  1. Bids must be submitted online only through https://mahatenders.gov.in
  2. Physical submission of bids is not permitted
  3. Technical Bid and Financial Bid must be uploaded separately
  4. Financial bid will be opened only for technically qualified bidders
  5. Any bid submitted after the deadline will be rejected
