Expression of Interest (EOI) for Implementation of RPL (Recognition of Prior Learning)
Under Utkarsh Bangla Skill Development Programme
Scope of Work
The selected Training Providers (TPs) will be responsible for implementing RPL (Recognition of Prior Learning) programmes for beneficiaries across multiple blocks of Uttar Dinajpur district.
Key responsibilities include:
- Conducting 12-hour RPL training modules as per PBSSD norms
- Assessment and certification of prior skills
- Mobilisation and counselling of beneficiaries
- Coordination with line departments and district authorities
- Maintenance of training, assessment, and certification records
- Compliance with Utkarsh Bangla / PBSSD guidelines

Pre-Qualification Criteria
- Training Provider must be empanelled under Utkarsh Bangla (PBSSD).
- Prior experience in RPL or skill development programmes.
- Domain compatibility with proposed job roles.
- Readiness to execute RPL modules within stipulated timelines.
Eligibility Criteria
- TP must not be blacklisted or dis-empanelled under any government scheme.
- No adverse reports or complaints pending against the TP.
- Satisfactory recent performance under Utkarsh Bangla.
- Capability to conduct training in assigned blocks with required infrastructure.
Financial Criteria
- This EOI is for empanelled Training Providers only.
- No financial bid / BOQ / project cost is invited at this stage.
- Cost norms shall be applicable as per PBSSD / Utkarsh Bangla RPL guidelines.

Selection Process
- EOIs will be evaluated by the District Level RPL Monitoring Committee.
- Final selection decision shall be binding and final.
- Shortlisted TPs will be informed separately for further action.
