Uttar Pradesh Skill Development Mission (UPSDM) invites Expressions of Interest (EOI) from eligible and empanelled Project Implementing Agencies (PIAs) for submission of Captive Employment Project Proposals under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY 2.0) for the financial year 2025–26
1. Scope of Work
- Implementation of DDU-GKY 2.0 Captive Employment Projects for skilling and placement of rural poor youth in Uttar Pradesh.
- Overall indicative target: up to 5,000 candidates, subject to MoRD approvals and revisions.
- Training, assessment, certification, and placement must strictly follow MoRD DDU-GKY Guidelines, SOPs, and notifications, including subsequent amendments.
- Projects to be appraised and managed entirely through the MoRD Kaushal Bharat portal.
- Training must be linked with assured captive employment, meeting minimum wage/remuneration norms.
2. Pre-Qualification Criteria
Applicant agencies must fulfill the following minimum pre-qualification requirements:
- Minimum 3 years of existence.
- Valid EPFO / ESIC / Factory Registration.
- Valid GST, TIN/TAN registrations.
- Valid Bank Account linked with Aadhaar/PAN.
- Minimum annual turnover of ₹25 Crore.
- Positive net worth in at least two of the last three financial years.
- Minimum 2 years of training experience.
- Availability of an existing training centre compliant with National Framework/Industry norms.
- Proven record of providing employment to at least 500 candidates in the last three years.
- Manpower supply companies are not eligible.
3. Eligibility Criteria
- Only agencies empanelled with MoRD and holding a valid PRN under DDU-GKY are eligible.
- Eligible category under this EOI:
- Captive Employers
- Maximum project size: 5,000 candidates or 40% of captive employer’s registered manpower (ESIC/PF), whichever is lower.
- Project duration: 3 years.
- Funding: Batch-wise funding mechanism.
4. Financial Criteria
- Minimum annual turnover: ₹25 Crore.
- Positive net worth in at least 2 of the last 3 financial years.
- Agencies must demonstrate financial capacity to implement large-scale DDU-GKY projects.
5. Training & Placement Norms (Key Highlights)
- Minimum training duration: 3 months / 576 hours
- Domain: 396 hours
- Non-Domain: 180 hours
- Maximum domain hours allowed: 600 hours.
- Minimum monthly remuneration:
- ₹12,000 or state minimum wages (whichever is higher) for domestic placements.
- ₹25,000 per month for overseas placements.
- Mandatory compliance with social category targets (SC/ST/OBC/Women/PwD) as per DDU-GKY norms.
6. Tender Fee & EMD

7. Submission Guidelines
