Scope of Work
Selected Training Providers (TPs) / Project Implementing Agencies (PIAs) will be responsible for:
- Mobilization, counselling, and enrollment of eligible youth (Rajasthan domicile only)
- Establishment and operation of Skill Development Centres (SDCs)
- Delivery of NSQF-aligned skill training as per MMKVY guidelines
- Deployment of ToT-certified trainers
- Aadhaar-enabled biometric attendance & IP camera integration with RSLDC systems
- Assessment & certification (SSC/NCVT or internal as applicable)
- Placement facilitation (Cat. I & II) and post-placement tracking
- Maintenance of records, reporting, audits, and submission of success stories
Categories under MMKVY
- Category I – RAJKVIK: Wage employment focused
- Category II – SAKSHM: Self-employment focused
- Category III – SAMARTH: Skill orientation / social inclusion (no mandatory placement)
Agencies can apply under only one category.

Operational Requirement
- Minimum 3 years of continuous operation (Govt. institutions exempted)
Category-wise Eligibility Snapshot
Category A (Skilling / Non-Skilling Agencies)
- Minimum turnover & net worth as prescribed
- Prior experience in training & placement
- Functional Skill Development Centres (SDCs)
- Trained & placed candidates in last 3 financial years
Category B (Skilling Agencies)
- Minimum project value completed in last 3 years
- At least one completed skill development project
- Experience with Govt./PSU/CSR/Industry projects
Preference given to agencies with:
- Self-owned training centers
- Registered office in Rajasthan
- New-age courses (AI, Drone, Green Energy, etc.)

Submission Guidelines
- Online submission mandatory through RSLDC ISMS portal using SSO ID
- Hard copy of the complete proposal to be submitted at RSLDC HQ, Jaipur within 5 days of online submission
- Proposals must strictly follow prescribed annexures and formats
- Late submissions or incomplete documentation will be rejected
