Tender Brief Expression of Interest (EOI): Skill Verification Program (SVP) – NSDC & Kingdom of Saudi Arabia
Tender Description Under the ongoing G2G collaboration between India and the Kingdom of Saudi Arabia, NSDC, in partnership with Takamol Holdings (KSA), is onboarding credible Skill Assessment & Testing Centres for the Skill Verification Program (SVP).
Pre-Qualification Criteria

Overview

The National Skill Development Corporation (NSDC), in collaboration with Takamol Holdings Pvt. Ltd. (under the Ministry of Human Resource and Social Development, Kingdom of Saudi Arabia), invites Expressions of Interest (EOI) from eligible and credible Skill Assessment / Testing Centres for onboarding under the Skill Verification Program (SVP). The program is part of a Government-to-Government (G2G) initiative between India and KSA, aimed at verifying the qualifications and competencies of Indian skilled workers intending to work in Saudi Arabia.
SVP assessments are conducted through competency-based theoretical and practical examinations across multiple trades to ensure internationally benchmarked skill standards.
Scope of Work
Selected centres will be responsible for:
  1. Conducting theoretical and practical skill assessments under SVP guidelines
  2. Ensuring compliance with NSDC and Takamol assessment protocols
  3. Providing necessary infrastructure, equipment, and qualified assessors
  4. Conducting assessments for Indian skilled workers aspiring for employment in KSA
  5. Maintaining transparency, data integrity, and assessment quality standards
Target States / UTs (Preferred Locations)
Assessment centres will be onboarded across the following States and Union Territories: Arunachal Pradesh, Assam, Chhattisgarh, Goa, Haryana, Himachal Pradesh, Jharkhand, Jammu & Kashmir, Karnataka, Madhya Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Sikkim, Tripura, Uttarakhand.
Targeted Occupations / Trades
The SVP covers a wide range of occupations across construction, automotive, electrical, mechanical, hospitality, logistics, services, and allied sectors. Key trades include (but are not limited to):
  1. Electrician, Plumber, Welder, HVAC Technician
  2. Automotive Mechanic, Auto Electrician, Heavy Equipment Technician
  3. Carpentry, Tiling, Painting, Plastering, Masonry
  4. Construction Workers & Formwork Carpenters
  5. Drivers (Car, Taxi, Bus, Truck, Trailer, Motorcycle)
  6. Barber, Hairdresser, Tailor, Baker, Chef, Butcher
  7. Warehouse Worker, Cleaner, Kitchen Worker, Road Maintenance Worker
  8. Manufacturing, Mechanical & Machine Repair Trades
(A total of 80+ occupations are covered under this EOI.)
Pre-Qualification / Eligibility Criteria
  1. Must be a credible skill assessment or testing centre
  2. Ability to conduct competency-based theoretical and practical assessments
  3. Availability of adequate physical infrastructure, tools, and machinery relevant to trades
  4. Access to qualified and experienced assessors
  5. Willingness to comply with NSDC–Takamol SVP operational and quality guidelines
