Tender Overview
NSDC invites proposals for empanelment of Sending Organizations (SOs) in India under Japan’s Technical Intern Training Program (TITP) – Phase 7. Empaneled SOs will be responsible for mobilizing, training, placing, and supporting Indian technical interns in Japan in coordination with Japanese Supervising and Implementing Organizations.
Scope of Work
The empanelled Sending Organization (SO) shall be responsible for end-to-end execution of TITP, including but not limited to:
- Establishing internship linkages with approved Japanese Supervising/Implementing Organizations (SVOs/IOs)
- Mobilization and screening of eligible Indian candidates
- Conducting Japanese language training (minimum N4 for care workers) and cultural orientation
- Domain-specific skill training aligned with Japanese job roles
- Coordinating candidate interviews and selection by Japanese entities
- Supporting Certificate of Eligibility (CoE) and visa processes
- Providing on-ground support in Japan during internship tenure
- Monitoring intern welfare, safety, and compliance
- Facilitating smooth return to India or transition to SSW (Specified Skilled Worker) status
- Providing post-return employment or reintegration support in India
Pre-Qualification & Eligibility Criteria
- Organizational Eligibility
- Applicant may be a Company, Partnership, Proprietorship, Government Entity, ITI, NSTI, or Consortium (max 3 entities)
- Minimum incorporation period:
- Sole Applicant: Minimum 2 years
- Consortium members: Minimum 1 year (Lead must meet 2 years)
- Must hold a valid Recruiting Agency (RA) License
Financial Eligibility
- Average annual turnover (best 2 of last 4 FYs):
- Indian entity: ₹2 Crore
- Japanese entity: JPY 20 Million
- Consortium (Lead Applicant only): Same threshold
- Other consortium members: Minimum ₹1 Crore turnover (last FY)
- Japanese Language Institutes in consortium are exempted from turnover evaluation
Evaluation Methodology
- Stage 1: Eligibility Screening
- Stage 2: Technical Evaluation (Total 100 Marks)
- Desk Evaluation – 60 Marks
- Approach & Methodology – 40 Marks
- Minimum qualifying score: 60/100
- Final empanelment subject to legal due diligence and contract signing
Tender Fee & Financial Details
Proposal (Tender) Fee
- ₹2,00,000/- (Non-refundable)
- 50% refundable if applicant is declared ineligible
- Payable via Demand Draft or Online Bank Transfer
Earnest Money Deposit (EMD)
- Not Applicable
Annual License Fee (Post-Empanelment)
- ₹1,00,000/- per year (Non-refundable)
Performance-Based Incentives
- 25% fee waiver for 30 interns sent
- 50% waiver for 60 interns
- 75% waiver for 90 interns
- 100% waiver for 120 interns (next year fee)
