Tender Overview
TCIL invites limited tenders from TCIL-empanelled vendors only (System Integrators / Start-ups) for the selection of a Backend Implementing Agency to conduct Training and Capacity Building Programs for Scheduled Caste (SC) trainees at Dr. Babasaheb Ambedkar Research and Training Institute (BARTI), Pune.
Note: Bids from non-empanelled vendors or vendors outside the specified empanelment category will be rejected.
Scope of Work
The selected agency will be responsible for end-to-end implementation of skill development and capacity-building programs for SC beneficiaries, including:
  1. Mobilisation and onboarding of trainees
  2. Conduct of structured training programs
  3. Deployment of qualified trainers across Maharashtra
  4. Maintenance of biometric attendance and trainee data
  5. Assessment coordination and certification
  6. Placement / self-employment facilitation (minimum 50% outcomes)
  7. Submission of reports, utilization certificates, and trainee master data
  8. Compliance with all BARTI and TCIL documentation and reporting formats
The project implementation period is 11 months from the date of award.
Pre-Qualification & Eligibility Criteria
1. Empanelment Requirement
  1. Only TCIL-empanelled vendors under the sub-category:
    IT Resources / Technical Manpower / Project Management / IT-FMS / Skill Development & Training are eligible.
2. Financial Eligibility
  1. Average Annual Turnover (last 3 FYs: 2022-23, 2023-24, 2024-25):
    1. ₹3.25 Crore (₹2.71 Crore for MSEs & DPIIT-recognized Startups)
  2. Net Worth: Positive as on 31 March of the last financial year
  3. Profitability: Profit Before Tax (PBT) in at least 2 out of the last 3 years
  4. Supporting documents: Audited balance sheets and CA certificates
3. Experience Criteria
Bidder must have completed similar works in the last 7 years, meeting any one of the following:
  1. Two similar works each costing at least ₹3.25 Crore
    (₹2.71 Crore for MSEs/Startups)
    OR
  2. One similar work costing at least ₹4.34 Crore
    (₹3.80 Crore for MSEs/Startups)
Definition of Similar Work:
Implementation of Skill Development projects for Government / CPSU / State PSU in India.
4. Infrastructure & Manpower Requirements
  1. Training Centres:
    1. At least one training centre in each of the 36 districts of Maharashtra
  2. Human Resources:
    1. Minimum 72 trainers deployed in Maharashtra
    2. CVs of all trainers to be submitted with the bid
5. Consortium Eligibility
  1. Consortium bids are permitted (maximum 3 empanelled partners)
  2. Lead partner must meet:
    1. Minimum 25% of turnover requirement
    2. Positive net worth
    3. Required similar work experience
  3. All consortium partners are jointly and severally liable
6. Make in India Compliance
  1. Only Class-I or Class-II Local Suppliers as per DPIIT guidelines are eligible
  2. Mandatory submission of Make in India Undertaking with local content calculation

Performance Security
  1. 3% of Contract Value
  2. Acceptable forms:
    1. Bank Guarantee / e-BG
    2. Fixed Deposit
    3. Banker’s Cheque

  3. Validity: Until completion of contractual obligations
Payment Terms (Back-to-Back with Client)
  1. 30% on trainee onboarding & document submission
  2. 30% after one month of training completion
  3. 20% + 100% assessment fee on course completion
  4. 20% on achieving minimum 50% placement / self-employment outcomes
