4. Consortium must nominate a Lead Member with Power of Attorney

3. Nationwide or multi-state operational presence preferred

Financial Qualification Criteria

1. Minimum average annual turnover of INR 2,000 Crore during the last 3 financial years
2. Positive net worth for at least 2 preceding financial years
3. Mandatory financial commitment of INR 31 Crore for one Hub-and-Spoke cluster over 5 years
   (Average INR 6.2 Crore per year)
4. Auditor-certified turnover and net worth documents required
