Scope of Work
The selected bidder shall be responsible for end-to-end establishment and operation of German Language Laboratory Hubs across GTTC centres in Karnataka on a turnkey basis, including:
  1. Design, supply, installation, commissioning and maintenance of AI-enabled German Language Labs
  2. Supply of all hardware, software, networking, furniture, AV systems and power backup
  3. Deployment of German language learning software aligned to international standards (Goethe framework)
  4. Implementation of a Learning Management System (LMS) for training delivery, assessment, analytics and certification tracking
  5. Delivery of German language training (A1 to B2 levels) with certified trainers
  6. Conduct of assessments, mock tests and final certification
  7. Trainer Training (ToT) and ongoing technical & academic handholding
  8. Visa documentation advisory and workforce mobility support
  9. Three-year comprehensive AMC and technical support with defined SLAs
Target coverage: 20,000 learners across Karnataka
Pre-Qualification & Eligibility Criteria
Bidders must meet the following key requirements:
Legal & Operational Eligibility
  1. Registered legal entity under Indian laws
  2. Minimum 3 years of operational presence
  3. Active office / support infrastructure in Karnataka (or undertaking to establish)
Technical & Experience Criteria
  1. Proven experience in language / skill training labs
  2. Prior training of minimum 2,000 learners in foreign language or skill programs
  3. Experience of executing at least one single order of ₹2 Crore or more in last 3 years
  4. Deployment of qualified trainers:
    1. Minimum 3 German B1-certified trainers
    2. Minimum 3 German A2-certified trainers
Financial Criteria
  1. Average annual turnover of ₹6 Crore or more during last three financial years
    (FY 2022-23, 2023-24, 2024-25)
Compliance
  1. Bidder must not be blacklisted by any Government / PSU / Private organization
  2. Compliance with Make in India & Govt. of India procurement norms
