Empanelment of Project Implementation Agencies (PIAs) – ELSTP | UKSDS FY 2025–26

The Uttarakhand Skill Development Society (UKSDS) has invited Expression of Interest (EOI) applications for the Empanelment of Project Implementation Agencies (PIAs) under the Employment Linked Skill Training Program (ELSTP) for the Financial Year 2025–26. This empanelment aims to strengthen placement-linked, NSQF-aligned skill training across Uttarakhand.

Objective of Empanelment
The objective of this EOI is to empanel eligible and experienced organizations to implement employment-linked skill training programs in Uttarakhand, ensuring quality training delivery, industry-relevant certifications, and a minimum 70% placement outcome.
Scope of Work
Empaneled PIAs will be responsible for complete implementation of ELSTP, including:
  1. Mobilization and counselling of candidates
  2. Aadhaar-linked trainee registration
  3. Establishment and operation of approved training centres
  4. Physical training delivery (residential or non-residential)
  5. Deployment of SSC-certified ToT trainers
  6. Assessment and certification through SSC/UKSDS-approved agencies
  7. Placement of certified candidates (minimum 70%)
  8. Post-placement tracking for six months
Target Beneficiaries
  1. Youth aged 15 to 45 years
  2. School dropouts, unemployed youth, and candidates seeking reskilling/upskilling
  3. Special focus on women, PwDs, minorities, and other vulnerable groups
Eligible Applicant Categories
  1. Government Departments, PSUs, and Educational Institutions
  2. Private Training Partners (Companies, Trusts, Societies, Firms)
  3. Industry Associations and Industry Partners
  4. MSMEs
  5. Captive Employers
Consortiums or Joint Ventures are not permitted.
Pre-Qualification & Eligibility Criteria (Indicative)
  1. Registered legal entity in India
  2. Minimum 1–3 years of existence (category-specific)
  3. Prior experience in NSQF-aligned skill training under Central/State Government schemes
  4. Minimum training and placement track record as prescribed
  5. Availability of SSC-certified ToT trainers
  6. Applicant should not be blacklisted by any Government authority
  7. Experience in hill/Himalayan states preferred (Uttarakhand desirable)
Financial Criteria
  1. Minimum Average Annual Turnover: ₹50 lakh to ₹1 crore (category-specific)
  2. Positive Net Worth: Mandatory (CA certified)
  3. Central/State Government institutions exempted from turnover criteria where applicable

Selection & Evaluation Process
  1. Desk verification against eligibility criteria
  2. Technical evaluation (100-mark scoring framework)
  3. Presentation to UKSDS (if required)
  4. Approval by Competent Authority
  5. Issue of Letter of Recommendation (LoR) and Work Order
  6. Signing of MoU
Minimum qualifying score: 70 marks out of 100
Proposal Submission Process
Step 1: Online Submission
  1. Apply through UKSDS portal between 1st–15th of each month
Step 2: Hard Copy Submission
  1. Submit complete proposal between 16th–30th of the same month
  2. Time: 10:00 AM to 5:00 PM (working days only)
  3. Mode: Speed Post / Registered Post / Courier only
