Telecommunications Consultants India Limited (TCIL) invites EOIs from eligible Indian firms for pre-tender tie-up as a backend partner for participating in the client RFP for establishment of a state-of-the-art AI Lab at GAA, Bhubaneswar.
Project Description
The project aims to establish an advanced Artificial Intelligence (AI) Lab to enhance training, governance analytics, and data-driven decision-making for government officials. The AI Lab will leverage AI, Machine Learning (ML), and Big Data Analytics to support policy formulation and citizen-centric service delivery.
TCIL intends to participate as the Lead Bidder, and this EOI is floated to onboard a qualified System Integrator on an exclusive back-to-back basis.
Scope of Work
The selected System Integrator will be responsible for end-to-end execution, including:
  1. Design and development of AI Strategy Rooms / AI Experience Centres
  2. Establishment of AI Centres of Excellence (CoE)
  3. Supply, installation, testing, commissioning, and acceptance of AI infrastructure
  4. Integration of AI/ML platforms, analytics tools, visualization systems, and dashboards
  5. Deployment of hardware, networking, cloud, and software components
  6. Training enablement, knowledge management, and operational support
  7. Operation & Maintenance (O&M) support as per SLA requirements
Eligibility Criteria
  1. Legal & Organizational Eligibility
  2. Indian registered entity under Companies Act 1956/2013, Proprietorship, Partnership Firm, or Government Society
  3. Consortium bidding is not permitted
  4. Valid PAN and GST registration mandatory
Make in India & Local Supplier Requirement
  1. Only Class-I or Class-II Local Suppliers as per DPIIT norms are eligible
  2. Mandatory submission of Make in India Undertaking with local content calculation
Financial Eligibility
  1. Average Annual Turnover (last 3 FYs):
    1. ₹6.3 Crore (₹5.2 Crore for MSEs & Startups), excluding taxes
  2. Net Worth: Positive as on 31 March of the last financial year
  3. Profitability: Profit Before Tax (PBT) in at least 2 of the last 3 financial years
Experience Criteria
Bidder must have completed similar projects in the last 7 years related to:
  1. AI Strategy Rooms
  2. AI / Digital Experience Centres
  3. AI Centres of Excellence (CoE)
  4. Command & Control Centres
Either:
  1. Two similar projects of minimum ₹6.3 Crore each
    OR
  2. One similar project of minimum ₹8.4 Crore
(Thresholds relaxed for eligible MSEs & Startups)
