๐ฏ Scope of Work
CEL invites bids for the appointment of a suitably qualified and experienced Program Management and Facility Management Company for Recognition of Prior Learning (RPL) and Bridge Training of Construction Workers in a North Indian state.
Key Scope Components:
A. Program Management
- Selection and onboarding of Training Partners
- Coordination with Awarding Bodies, State Welfare Boards, and CEL
- Compliance with NCVET and AB guidelines
- Documentation, audit trails, and record maintenance (minimum 10 years)
- Fund tracking, utilization records, and FUC submissions
- Monitoring frameworks covering mobilization, enrollment, training, assessment, and certification
B. Facility & Technology Management
- Deployment of a comprehensive digital platform for:
- Candidate lifecycle tracking
- Training delivery and assessment monitoring
- Compliance reporting and MIS
- Support for audits, inspections, and stakeholder reporting

- Average Annual Turnover: Minimum โน3 Crore during FY 2022-23, 2023-24, and 2024-25
- Net Worth: Positive net worth as on 31 March 2025
