Scope of Work

1. Selected Implementing Agencies (IAs) will be responsible for:
2. Formation of Artisan Producer Companies in uncovered handicraft categories.
3. Mobilization of artisans and facilitating formal business structures.
4. Supporting long-term sustainability and market-driven growth of craft clusters.
5. Ensuring participation of minimum 300 artisans with Pehchan ID.
6. Submission of proposals strictly as per AHVY Scheme Guidelines.
7. Priority will be given to:
8. Uncovered craft categories listed in Annexure-I.
9. Government and government-attached organizations.
10. States without existing Producer Companies.
11. Local agencies from the same or neighbouring districts.

Geographical Coverage

1. The program covers pan-India handicraft clusters across all regions including:
2. Northern Region (Haryana, Punjab, Rajasthan, Uttarakhand, etc.)
3. Eastern Region (Bihar, Odisha, West Bengal, Jharkhand)
4. North-Eastern States
5. Southern, Central and Western Regions
6. Each state has specific uncovered craft categories eligible for Producer Company formation.
7. Pre-Qualification / Eligibility Criteria (Implementing Agencies)
8. Agencies must meet the following mandatory conditions:

4. Strictly in prescribed format.
5. As per AHVY scheme guidelines.
6. Incomplete or late proposals will not be accepted.
7. Important Notes:
8. Proposals sent directly to HQ will be rejected.
9. Supporting documents are mandatory.
10. False or misleading information may lead to rejection and action.

Selection Process

1. Proposals will be evaluated based on:
2. Compliance with AHVY guidelines.
3. Availability of funds.
4. Priority criteria defined by DC (Handicrafts).
5. The decision of the Office of DC (Handicrafts) will be final.
