Scope of Work

1. The selected bidder will act as an NCVET-recognized Awarding Body responsible for:
2. Assessment and certification of candidates in OSHE for construction workers
3. Implementation in a North Indian State
4. Deliver end-to-end services required for assessment & certification
5. Provide all services/items necessary for successful project execution
6. Work on back-to-back model with CEL’s client
7. Project duration: Approx. 3 Years (indicative)
8. Selection will be based on Highest Net Revenue Share (NRS) quoted.

Pre-Qualification / Technical Eligibility

Mandatory Experience Requirements

1. Bidders must:
2. Be a valid NCVET recognized Awarding Body
3. Have at least 1 OSHE Qualification Pack listed on NQR
4. Assessed or trained 10,000 OSHE candidates in last 3 years
5. Trained 5,000 construction workers in last 3 years
6. Have minimum:
7. 5 OSHE Subject Matter Experts
8. 5 Master Assessors
9. 5 Master Trainers
10. Documents such as work orders, completion certificates, SME CVs and acceptance letters must be submitted.

Financial Eligibility

Payment Terms

1. Payment on pro-rata basis after CEL receives payment from client
2. Advance allowed only against BG
3. Payments based on actual services certified by end customer
4. Vendor to bear CEL project travel expenses
5. Contract quantity may vary by ±50%
