Punjab Skill Development Mission (PSDM) invites applications from eligible agencies for setting up classrooms and skill training labs in training centres across Punjab. The selected agencies will provide equipment, infrastructure, installation, and maintenance for multiple job roles.
The lowest financial bidder (L1) per job role will be selected.
Scope of Work
- Selected agency will be responsible for:
Infrastructure Setup
- Establish classrooms and lab infrastructure including partitions.
- Provide equipment, furniture, CCTV, internet, biometric devices and training aids.
- Ensure infrastructure as per SSC / SIDH standards.
Installation & Operationalization
- Complete setup within 15 days from Work Order.
- Ensure equipment is not older than 3 years and BIS/ISI compliant.
- Install AEBAS biometric device & CCTV at each centre.
- Provide active internet connection.
Maintenance & Support
- Maintain equipment during project duration.
- Replace/repair defective equipment within 2 working days.
- Provide SPOC for project coordination.
- Support inspections by PSDM/SSC/District Authorities.
Payment Conditions
- Rent/payment starts only after verification and accreditation.
- Rent payable for the approved duration of training.

Eligibility Criteria
Organizational Eligibility
- Applicant must be one of the following:
- Company / Partnership Firm / Proprietorship Firm
- PSU / Public Sector Company
- Society / Trust / NGO / Corporation / SSC
- Consortium not allowed
Required documents:
- Incorporation/Registration Certificate
- PAN & GST Registration
Experience Criteria
- Agency must have ANY ONE of the following (from 01-04-2023 onwards):
- Experience running skill training centre OR
- Experience setting up skill training centre for Govt/SSDM/SSC/Industry/BanksOR
- SSC Accreditation certificateOR
- Client certificate for classroom/lab setup
Financial Criteria
- Minimum Average Annual Turnover: ₹50 Lakhs
- For FY 2023-24 & 2024-25
- Required:
- Audited Balance Sheets
- ITR & P&L statements with UDIN
- CA Certificate (turnover)
Technical Qualification Criteria
- All annexures must be signed & stamped.
- Bidder must meet all eligibility conditions to open financial bid.
- Only one bid per bidder allowed (multiple job roles allowed).

Penalties & Compliance Highlights
- Delay in setup → daily penalties.
- Equipment older than 3 years → ₹1,000/day penalty per item.
- Delay beyond 16 days → EMD forfeiture & disqualification.
- Non-performance may lead to blacklisting.
