Tender Overview

1. The National Institute for MSME invites Expression of Interest (EOI) for empanelment of Digital Marketing Training Institutes and Digital Marketing Agencies to provide digital solutions and capacity building for MSMEs across multiple states.

Target States:

1. Andhra Pradesh, Chhattisgarh, Goa, Maharashtra, Odisha, Puducherry, Tamil Nadu, Telangana, Karnataka, Kerala.
2. The initiative aims to strengthen the digital branding and marketing ecosystem and bridge the skill gap through training, consultancy, and collaborative certification programs.

Scope of Work

A. For Digital Marketing Training Institutes

1. Training institutes will deliver hands-on digital marketing training programs and collaborative certification initiatives.

Training Areas Required

1. SEO (Search Engine Optimization)
2. Content & Video Marketing
3. Paid Media & PPC
4. Social Media Marketing
5. Data Analytics & Performance Tracking (Mandatory)
6. AI & Marketing Automation
7. E-commerce & Marketplace Marketing
8. Graphic Design & Video Editing
9. Generative Engine Optimization (Desirable)

B. For Digital Marketing Agencies

1. Agencies will provide consultancy and execution support to MSMEs for digital transformation and business growth.

Common Responsibilities

1. Design and deliver digital branding & marketing training modules
2. Provide MSME mentorship & consultancy
3. Assist in content creation and campaign execution
4. Support research, consultancy & outreach initiatives
5. Conduct joint certification programs

Eligibility Criteria

Applicants must:

1. Have minimum 5 years experience in digital marketing, branding, graphic design, video content, or e-commerce services.
2. Preferably worked with Government / MSME / Corporate projects.
3. Provide documented proof of assignments and client portfolio.
4. Experience in training or consultancy for MSMEs is desirable.

Technical Evaluation Criteria (100 Marks)

Minimum Qualifying Score: 70 Marks

A. Organizational Profile (20 Marks)

1. Years of operation
2. Valid PAN, GST, TAN registrations

B. Financial Capacity (10 Marks)

1. Turnover in any one of last 3 years
2. ₹1 Cr minimum required

C. Relevant Experience (30 Marks)

1. Experience in Govt/MSME projects (last 5 years)
2. Total value of projects handled

D. Technical Presentation (40 Marks)

1. Understanding of assignment
2. Tools & technology capability
3. HR & subject expert strength

Financial Criteria

1. Minimum turnover requirement: ₹1 Crore in any of the last 3 years.
2. Payments will be made post-deliverable submission and verification

Empanelment Duration

1. Initial validity: 2 Years
2. Work allocation: Need-based and performance-based.
